JAKARTA, KOMPAS.com - The Chair of DPR RI Commission VIII, Marwan Dasopang, believes that the discourse on implementing a “war ticket” scheme for Hajj has the potential to contradict the newly enacted Law on the Organisation of Hajj and Umrah Worship.

Marwan emphasised that in Law No. 14 of 2025, the mechanism for Hajj departures is regulated through registration and queuing, not through competing for tickets as proposed.

“It states registration, not ticket hunting. The same applies to Law No. 8 of 2019; it’s still about registration,” Marwan said when met at the DPR RI Building on Friday (10/4/2026).

He also questioned the legal basis if the “war ticket” scheme were implemented, as the distribution of Hajj quotas is already regulated in detail in the law.

“It’s impossible for that policy to exist without a basis in its legality. We would have to amend the law,” he said.

“If it’s divided for ticket hunting, where is the article? Exactly,” he added.

The PKB politician recalled that long Hajj queues have occurred since 2008 due to high public interest.

Therefore, the queuing system was created to maintain fairness for all prospective pilgrims.

On the other hand, Marwan assessed that the “war ticket” scheme has the potential to cause injustice because it would only benefit parties with greater financial capability.

“Who hunts for tickets? Rich people, right? So, rich people wouldn’t be limited either. If given free rein, then ordinary people won’t go on Hajj. There will be jealousy too,” he concluded.

The statement was delivered at the Opening of the National Consolidation Meeting for the Organisation of Hajj Worship 1447 H/2026 AD, at the Tangerang Hajj Hostel, on Wednesday (8/4/2026).

The Hajj queue is seen as a result of the increasing number of registrants each year and the limitations of departure quotas.
