Central Sulawesi Provincial Government Reveals Obstacles in Regional Asset Certification

Palu (ANTARA) - The Central Sulawesi Provincial Government has revealed the obstacles and problems in the process of certifying regional government assets.

“There are still many regional government assets that remain uncertified, making them vulnerable to disputes or seizure by other parties. Asset administration issues also remain a note in audits by the Supreme Audit Agency (BPK),” said Central Sulawesi Governor Anwar Hafid at the Coordination Meeting on Corruption Prevention in Public Services in the Land Sector, held in the Polibu meeting room at the Central Sulawesi Governor’s Office on Wednesday.

In his presentation, he noted that certain National Land Agency (BPN) offices require a confirmation of conformity of spatial utilisation activities (KKKPR) for provincial government land, issued by the city/regency spatial planning office. These areas are spread across Palu City and the regencies of Parigi Moutong, Tolitoli, Banggai and Tojo Una-Una.

Furthermore, the BPN office in Tolitoli requires payment of non-tax state revenue (PNBP) on Central Sulawesi provincial government land at a tariff of Rp5 million per parcel for areas above 10,000 square metres, and Rp500,000 for areas of 0 to 10,000 square metres.

Meanwhile, several other BPN offices require exemption from the land and building acquisition duty (BPHTB), issued by the regency/city revenue agencies, namely in Sigi, Banggai Kepulauan and Morowali regencies.

He also mentioned provincial government land assets originating from the decentralised P3D handover of 1999/2000 that remain registered under the Ministry of Forestry and the Ministry of Public Works.

The Governor revealed that, according to land asset data as of 22 July 2026, of a total of 995 land parcels, 712 have been certified while 282 remain uncertified.

The Coordination Meeting on Corruption Prevention in Public Services in the Land Sector was attended by Director for Coordination and Supervision of Region IV at the KPK Edi Suryanto, Regional Inspector II of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency Tri Wibisono, Expert Adviser to the Minister of Agrarian Affairs and Spatial Planning/National Land Agency on Land Economics Dedi Noor Cahyanto, the Deputy Governor of Central Sulawesi, regents and mayors, heads of BPN offices across Central Sulawesi, and regional government officials.
