Central Sulawesi coalition demands disbursement of mineral and coal revenue-sharing funds and revision of ministerial decree
Palu (ANTARA) - The Central Sulawesi People’s Consolidation Coalition (KRST) has submitted five demands to the central government regarding revenue-sharing funds (DBH) from mineral and coal natural resources, including the acceleration of revisions to Energy and Mineral Resources Ministerial Decree No. 157.K/KU.01/MEM.S/2026.
Andi Ridwan Bataraguru, Director of the Regional Finance Public Information Institute (Lipkada) Center, said in Palu on Saturday that the coalition is also demanding the government disburse under-distributed mineral and coal DBH funds owed to Central Sulawesi.
The demands were presented during a discussion and consolidation event organised by Lipkada Center in Palu on Saturday, involving civil society elements, students, academics, and representatives of Central Sulawesi communities.
“We will fight for these demands all the way to the central government. We are also demanding the disbursement of natural resource revenue-sharing funds that remain pending,” said Andi.
Energy and Mineral Resources Ministerial Decree No. 157.K/KU.01/MEM.S/2026 regulates the designation of producing regions and processing regions for mineral and coal natural resources in 2026.
In its first demand, the coalition is asking the Ministry of Energy and Mineral Resources to revise the decree by including Morowali Regency, North Morowali Regency, and Palu City as processing regions.
The coalition is also asking the Ministry of Finance to disburse all under-distributed mineral and coal DBH funds for Central Sulawesi for the 2023–2026 period, which it says amount to hundreds of billions of rupiah.
According to the coalition, the delay in disbursing the DBH funds has affected regional budget liquidity as well as the implementation of development and public services in the region.
The third demand relates to transparency in the non-tax state revenue (PNBP) formula and nickel production audits.
The coalition is asking the government to disclose the formula for calculating PNBP and royalties that serve as the basis for distribution to regions, and to conduct audits of production capacity and export volumes of mining companies in Central Sulawesi.
In its fourth demand, the coalition is asking that at least 40 percent of Central Sulawesi’s mineral and coal DBH revenue be allocated for post-mining environmental restoration, repair of road infrastructure affected by mining activities, and health services for communities around mining areas.
The fifth demand relates to prioritising local workers and protecting workers’ rights, including improving occupational health and safety (K3) standards in mineral processing industrial areas.
The discussion featured Central Sulawesi Governor Anwar Hafid, Chair of Commission II of the Central Sulawesi Regional House of Representatives Yus Mangun, and Expert Team Member of the Task Force for Accelerating Downstreaming and National Energy Resilience Ridha Saleh as speakers.
