Central-Regional Regulations Out of Sync, Investments Could Be Stalled
JAKARTA, KOMPAS.com — The government has highlighted the importance of synchronising regulations between the central and regional levels to prevent disruptions in investment flows and to continue driving national economic growth.
Indonesia’s Minister of Law, Supratman Andi Agtas, emphasised this during the Halalbihalal event of PT Donggi Senoro LNG (DSLNG) with the government and stakeholders at The St. Regis Jakarta on Tuesday (21/4/2026).
“The government is very open to investments. As the ministry handling law, our task is to ensure that existing regulations are aligned and support the smooth flow of investments, both at the central and regional levels,” said Supratman, in a DSLNG press release on Wednesday (22/4/2026).
He added that collaboration between the government and business actors is a key factor in driving national economic growth.
In this context, the meeting held by DSLNG serves as a forum to strengthen coordination between the central government, regional government, and investors.
“This is a concrete form of investment collaboration that provides positive impacts for the region,” he stated.
“I am very grateful to Mitsubishi Corporation and Korea Gas Corporation for continuing to collaborate with Pertamina and Medco. This is also a momentum for collaboration between the Central Government and regions as well as investment parties,” he continued.
DSLNG President Director Yuichi Sakaguchi, representing the management, welcomed the invited guests and emphasised the importance of maintaining relationships with all stakeholders.
This event is part of efforts to promote coordination between the government and industry players in supporting the development of the energy sector.
Pertamina’s East Indonesia Regional Upstream Subholding recorded oil and gas (upstream) production of 208,500 barrels of oil equivalent per day (boepd) in 2025, or 100.4% of the RKAP target.
The realisation of upstream lifting reached 171,000 boepd, or 102.9% of the company-set target.
East Indonesia Regional Director Ruby Mulyawan stated that this achievement serves as capital to increase production going forward.
“To achieve that target, the East Indonesia Region continues to carry out various efforts, such as the workover work programme, development well drilling or exploration wells to add resources, as well as Enhanced Oil Recovery such as CO2 flood which is currently being developed in the Sukowati Field,” he said in a written statement on Tuesday (17/3/2026).
Throughout last year, the East Indonesia Region conducted 6 exploration well drillings, 12 development well drillings, and 17 well workover activities.
In addition, the company is also promoting the application of digital technology to increase operational efficiency while maintaining the sustainability of upstream production.
