Central Java's Human Resources Deemed on Par with Global Standards, Governor Urges Investors to Prioritise Local Workers
KENDAL — Central Java Governor, Komjen Pol (P) Drs. Ahmad Luthfi, S.H., S.St.M.K., has requested that investors establishing capital or investments in his region prioritise local workers. This is because the human resources (HR) in Central Java possess competencies equal to those in other countries.
This was evident during his inspection at PT Borine Technology Indonesia, in the Kendal Economic Zone (KEK), on Wednesday, 6 May 2026.
During the visit, the Governor observed the production process and held direct discussions with the company’s leaders.
From the inspection, it was learned that PT Borine Technology Indonesia’s production output is allocated for exports and to meet domestic needs. In terms of quality, its products are on par with those produced by workers in China or the company’s country of origin.
“This means that as long as we have the intention to work, especially in the Central Java region, we can compete with other countries,” said the Governor after the inspection, accompanied by the Regent of Kendal, Dyah Kartika Purnamasari.
He stated that HR competency is one of the main requirements for attracting investment to Central Java. According to him, the trust from PT Borine Technology Indonesia also supports economic growth in his region. In fact, the company has invited six other companies to become raw material suppliers.
It is recorded that the investment value of PT Borine Technology Indonesia in phase 1 reached USD 700 million. Currently, they have committed to expanding the factory in the KEK through phase 2 investment worth around USD 1.4 billion. The large investment value is proof that investors believe Central Java is a safe, stable, and competitive investment destination for global investors.
Therefore, the Governor emphasised that the trust from investors must be continuously maintained. Thus, all regional heads and department heads are asked to act as marketing managers to offer investment potentials in their respective areas.
On that occasion, he also listened to various inputs and shortcomings that need to be addressed together. One input came from investors and KEK managers regarding Kendal Port.
In response, the Governor will intensify coordination with PT Pelabuhan Indonesia (Pelindo) and the Ministry of Transportation to reopen Kendal and Batang Ports and accelerate the revitalisation of Tanjung Emas Port in Semarang.
