Regional leaders in Central Java, starting from Governor Ahmad Luthfi, the Deputy Chair of the Central Java DPRD, regents, mayors, and chairs of regency/city DPRDs throughout Central Java, signed an anti-corruption integrity pact.

The signing of the integrity pact was carried out by the Central Java Provincial Government (Pemprov) together with the Corruption Eradication Commission (KPK). The event took place during the Anti-Corruption Dialogue at the Dradhika Bhakti Praja Building in Semarang on Monday (30/3).

The signing of the integrity pact was conducted to support the realisation of clean and corruption-free governance, free from corruption, collusion, and nepotism. The event was also attended by Deputy Governor of Central Java Taj Yasin Maimoen, Chair of the Central Java DPRD Sumanto, Central Java Provincial Secretary Sumarno, and all heads of Regional Device Organisations (OPD) of the Central Java Provincial Government.

The regional leaders present included Deputy Chair of the KPK Fitroh Rohcahyanto. Additionally, KPK Deputy for Coordination and Supervision Ely Kusumastuti provided specific guidance on efforts to prevent corruption offences.

Also present in person were the leaders of Tegal City, including Mayor of Tegal Dedy Yon Supriyono, Chair of the Tegal City DPRD Kusnendro, Deputy Mayor of Tegal Tazkiyyatul Muthmainnah, along with the Secretary of Tegal City, Agus Dwi Sulistyantono.

Governor of Central Java Ahmad Luthfi brought in the leadership of the Corruption Eradication Commission (KPK) directly to provide guidance and training to the regional heads and DPRDs in his area to avoid corrupt practices.

This follows the recent Corruption Eradication Commission (KPK) sting operations (OTT) targeting several regents in Central Java.

During the training, Ahmad Luthfi gathered all regents-deputy regents, mayors-deputy mayors, and chairs of regency/city DPRDs at the Gradhika Bhakti Praja Building in Semarang.

On that occasion, Ahmad Luthfi also emphasised to regional heads and public officials in his area the importance of instilling integrity in carrying out their duties.

Ahmad Luthfi stated that integrity is a personal responsibility as a public official, to avoid deviant actions, especially those leading to corruption offences. The goal is clear: to create clear and good governance.

“I ask the KPK to prioritise prevention. Enforcement should be the last resort. We need guidance, explanation, and supervision so that we do not deviate,” said Ahmad Luthfi, in an official statement on Monday (30/3).

According to Ahmad Luthfi, if in the future, after signing the integrity pact and receiving guidance from the KPK, there are still deviations or corruption arrests, Ahmad Luthfi stressed that it would be a personal risk and responsibility.

“Violating the law is based on personal principle. (The legal subject is) whoever. So it is personal responsibility, not institutional,” he asserted.

KPK APPRECIATES LUTHFI

KPK Deputy Chair Fitroh Rohcahyanto appreciated Governor Ahmad Luthfi’s step in gathering all regents and mayors to receive guidance on corruption prevention awareness.

Prevention is indeed one of the KPK’s activities besides enforcement. The KPK has also been quite intensive in carrying out prevention efforts to remind against corrupt actions.

“This corruption prevention socialisation is an initiative of the Governor. As is known, enforcement activities in Central Java are quite numerous, so with continuous prevention efforts, as well as synergy between law enforcers in the region and government parties, it is hoped to reduce corrupt behaviour,” said Fitroh.

Fitroh explained that the KPK has conducted monitoring across all regions, not just in Central Java. “The hope is that after prevention and signing commitments or the integrity pact, it must be implemented, not just a formality,” stressed Fitroh.
