Central Java Governor Ahmad Luthfi announced that the holiday allowance (Tunjangan Hari Raya or THR) will be distributed seven days before Eid al-Fitr to all employees of companies throughout the province’s districts and cities, including part-time civil servants (PPPK), as per a written statement issued on Monday, 9 March 2026.

Luthfi made the statement during an inter-sectoral coordination meeting to prepare for the festive travel period and Eid al-Fitr celebrations at the Gradhika Bhakti Praja building in Semarang City on Monday, 9 March.

The THR distribution is based on Government Regulation No. 9 of 2026 regarding the provision of holiday allowances and thirteenth-month salaries to state apparatus, retirees, pension recipients, and allowance recipients for 2026. Under this regulation, THR is provided to state apparatus members, including PPPK, meaning that part-time civil servants also qualify as recipients.

The number of part-time PPPK in Central Java is recorded at 13,077 individuals, reported to be the highest nationally. Consequently, the Central Java Provincial Government has allocated a budget of approximately Rp 6.023 billion.

“On 13 March, we will distribute the allowance to part-time PPPK,” Luthfi said.

Luthfi explained that THR calculation is based on length of service since the Statement Letter of Task Implementation (Surat Pernyataan Melaksanakan Tugas or SPMT), using a formula where the number of months worked is divided by 12 and then multiplied by one month’s income. Employees whose service period has not reached one full month before Eid do not receive THR.

“Payment is based on their appointment, which commenced on 1 January. Those with more than one year of service receive the full amount, whilst those who started on 1 January are paid proportionally. Those who have worked for less than a month do not receive THR,” he explained.

Additionally, the Central Java Provincial Government has established consultation and complaint posts for THR issues. These posts are located at the office of the Provincial Department of Manpower and Transmigration, as well as at six regional coordination units (Satuan Kerja) in Semarang, Surakarta, Pati, Pekalongan, Banyumas, and Magelang.

These posts have been established to provide services to the public experiencing THR issues, including cases where companies have not yet made payments. Complaints received will be followed up in accordance with applicable procedures and regulations.

The Head of the Central Java Department of Manpower and Transmigration, Ahmad Aziz, previously stated that the THR posts will operate from 2 to 31 March 2026. In addition to in-person services at the office during working hours, complaints can also be submitted through online channels, including LaporGub, Siladu (Ministry of Manpower’s Complaint and Service System), and WhatsApp at numbers 081919524945 (complaints) and 082230376218 (consultations).

According to Aziz, THR provision is regulated under Government Regulation Number 36 of 2021 on Wages, which is implemented through Ministry of Manpower Regulation Number 6 of 2016 on Religious Holiday Allowances.

Under the regulation, THR must be paid at the latest seven days before Eid. Workers with 12 months or more of service are entitled to receive one month’s salary, whilst workers with less than 12 months of service receive THR on a proportional basis.

Based on mandatory labour reporting data as of February 2026, the number of companies in Central Java reached 263,832 with approximately 2,497,000 workers entitled to receive THR.

Aziz also reminded companies not to violate THR payment regulations. Violations may incur administrative sanctions, ranging from verbal warnings to written warnings.
