Central Java Provincial Government Threatens to Block Unregistered Used Vehicles by 2027
Owners of used motor vehicles in Central Java Province are required to complete vehicle registration transfers by 2027. If not, the provincial government will impose a block, rendering the vehicles illegal. Acting Head of the Regional Revenue Management Agency (Bapenda) of Central Java Province, Muhamad Masrofi, stated that in accordance with National Police Traffic Corps regulations, from 24 April 2026 until the end of the year, Central Java residents owning used vehicles that have not yet been transferred can pay motor vehicle tax (PKB) without the registered owner’s ID. However, during the process, the Samsat office will require residents to fill out a form. In the form, residents are asked to make a commitment to transfer the vehicle name in 2027 and to be prepared for blocking sanctions. “So if next year they do not transfer the name, then of course it will be blocked. If blocked and they do not transfer the name, it’s illegal. So the motorbike is illegal, with no documents,” Masrofi said when interviewed on Tuesday (28/4/2026). According to Masrofi, the Central Java Provincial Government is currently waiving the Second Motor Vehicle Name Transfer Fee (BBNKB II) for used vehicles. “So why the difficulty? Why the hardship? Please go ahead and process it. At most, it’s just the TNKB payment and the BPKB processing fee,” he said. Earlier this month, Masrofi announced the waiver of BBNKB II for used vehicles. “We are waiving the Second Motor Vehicle Name Transfer Fee or BBNKB II. The process of transferring old or used vehicles is free,” he said on 9 April 2026.
