Central Java Provincial Government Ready to Supply Renewable Energy to Batang Industrial Estate

The Memorandum of Understanding was signed directly witnessed by the Governor of Central Java, Ahmad Luthfi. The collaboration concerns investment in integrated renewable energy (EBT) services with zero interruption power systems that ensure uninterrupted electricity supply.

Luthfi stated that KITB is one of the national strategic projects and has become a showcase for investment in Central Java. Implicitly, the Central Java Provincial Government has a responsibility to help enhance KITB’s competitiveness.

“We cannot allow KITB to have areas with unreliable electricity supply that flickers on and off intermittently. We must develop strategies and, if necessary, create timelines to rapidly realise renewable energy development. KITB must become a national model for other industries,” Luthfi said in a written statement on Friday, 21 February 2026.

Renewable energy has already become a prerequisite raised by many foreign investors. Whenever Luthfi promotes investment potential and industrial zones, the availability of renewable energy to support green and environmentally friendly industries consistently appears on investors’ lists of questions.

“I then explain that we have many lakes and reservoirs that could be utilised as renewable energy sources. Many investors are keen to participate in investments,” he explained.

Meanwhile, PT JPEN Chief Executive Officer Dwi Budi Sulistiyana said the investment in zero interruption power systems represents an effort to realise continuous electricity supply for 24 hours. This will enable KITB to become the only industrial estate achieving tier 4 certification.

“This will ultimately attract premium investors such as semiconductors, petrochemicals, data centres and others. It will also spur job creation with high salaries and technology transfer,” he said.

Dwi explained that JPEN plans to invest in 180 megawatt renewable energy production capacity. Meanwhile, KITB’s current requirement remains around 60 megawatts, but will soon reach 450 megawatts.

“We will build 180 megawatt renewable energy infrastructure to support a green economy, making KITB fully powered by renewable energy with comprehensive energy sources,” he said.

KITB Chief Executive Officer Anak Agung Putu Ngurah Wirawan appreciated PT JPEN’s commitment to become a partner in developing KITB. In accordance with the established roadmap, KITB cannot rely solely on land lease income but must generate revenue long-term from various sources, including energy.

“PT JPEN’s presence completes our strategy. Especially with the central government’s plans to utilise lakes as solar panel installations for energy sources,” he explained.

The electricity reliability concept offered by PT JPEN strongly supports KITB’s future plans, particularly regarding planned data centre investments to the zone that require robust electricity reliability.

“This MoU is the first step to enhance our investment cooperation,” concluded Ngurah Wirawan.
