Central Java Provincial Government Distributes Holiday Allowances to 13,000 Contract Workers

The Central Java Provincial Government has ensured the distribution of Hari Raya Holiday Allowances (THR) to part-time government contract workers (PPPK) within the provincial government administration. The allowances are scheduled to commence payment on Friday, 13 March 2026 to over 13,000 PPPK scattered across various offices.

Governor Ahmad Luthfi confirmed that the local government has prepared the budget to ensure the rights of employees are fulfilled ahead of the Idulfitri celebration. He stated that the provision of THR forms part of the government’s commitment to improving the welfare of state apparatus, including part-time PPPK.

“We ensure THR is distributed seven days before the holiday for companies throughout all regencies and cities. In Central Java, part-time PPPK also receive THR,” said Ahmad Luthfi during a cross-sectoral coordination meeting welcoming the mudik-balik traffic and Idulfitri celebrations at Gradhika Bhakti Praja Building, Semarang, on Monday, 9 March 2026.

The provision of THR refers to Government Regulation No. 9 of 2026 concerning the Provision of Holiday Allowances and Thirteenth Month Salary to State Apparatus, Retirees, Pension Recipients, and Allowance Recipients for 2026. The regulation stipulates that state apparatus, including PPPK, are entitled to receive THR.

The number of part-time PPPK in Central Java reaches 13,077 people, representing the largest number nationally. To meet these requirements, the Central Java Provincial Government has allocated a budget of approximately 6.023 billion rupiah.

THR calculations are based on length of service since the Task Implementation Statement (SPMT). The formula is the number of months worked divided by 12 and then multiplied by one month’s income. Meanwhile, employees whose service period has not reached one month before the holiday are not entitled to receive THR.

Besides preparing THR for government apparatus, the Central Java Provincial Government has also opened consultation and complaint service posts for workers. These posts are located at the Office of the Department of Labour and Transmigration of Central Java Province and six regional Labour Supervision Units (Satwaker), namely Semarang, Surakarta, Pati, Pekalongan, Banyumas, and Magelang.

Head of the Department of Labour and Transmigration of Central Java, Ahmad Aziz, explained that THR service posts operate from 2 to 31 March 2026. Services are available not only directly at the office during working hours, but also through online channels such as LaporGub, the Ministry of Labour’s Siladu system, and WhatsApp services for complaints and consultations.

Aziz reminded companies that they are obligated to pay THR at the latest seven days before the holiday. In accordance with the regulations, workers with 12 months or more of service are entitled to receive THR equivalent to one month’s salary, whilst workers with less than 12 months of service will receive it proportionally.

Based on mandatory labour reporting data as of February 2026, there are 263,832 companies in Central Java with approximately 2.49 million workers entitled to receive THR. The local government has also reminded companies to comply with these regulations, as violations can result in administrative sanctions ranging from verbal to written warnings.
