The Central Java Provincial Government held the 2026 Rakergub FKD-MPU (Governor’s Working Meeting of the Main Praja Partner Regional Cooperation Forum) at Hotel Tentrem in Semarang on Tuesday (12/5). The meeting brought together 10 member provinces to strengthen inter-regional connectivity in support of national food self-sufficiency and energy resilience.

Under the theme “MPU Synergy 2026: Strengthening Inter-Regional Connectivity Towards National Food Self-Sufficiency and Energy Resilience”, the forum served as a coordination space for regions to address food and energy challenges, including the threat of prolonged dry seasons due to El Niño in 2026-2027.

Central Java Governor Ahmad Luthfi opened the working meeting as the host. The forum was also attended by the Deputy Governors of DI Yogyakarta and West Nusa Tenggara (NTB), as well as delegation leaders from Lampung, Banten, DKI Jakarta, West Java, East Java, Bali, and East Nusa Tenggara (NTT).

During the forum, several central government officials presented national strategies to strengthen food and energy resilience.

Deputy Minister of Home Affairs Bima Arya Sugiarto emphasised the importance of synergy between central and regional governments in strengthening sustainable food and energy resilience. According to him, cross-ministerial and regional government coordination, including APBD optimisation and inter-regional cooperation, is a key factor in supporting national strategic programmes.

Meanwhile, Acting Director General of Food Crops at the Ministry of Agriculture, Tin Latifah, presented projections of El Niño’s impact on food availability in the 10 MPU member provinces. She highlighted the importance of early warning systems for vulnerable harvest failure areas, local food diversification, and strengthening regional food reserves as mitigation steps.

From the energy sector, Secretary of the Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources, Muhammad Rizwi Jilanisaf Hisjam, stressed the need for active regional government roles in strengthening national energy resilience. This includes energy governance, investment, and the development of new and renewable energy (EBT) through a just energy transition.

Panel Discussion of MPU Member Regional Heads

The forum continued with a panel discussion among regional heads and delegation leaders from the 10 MPU member provinces, as well as delegates from 2 Partner Provinces (North Maluku and Riau Islands).

The discussion addressed various efforts to face the prolonged dry season due to El Niño in 2026-2027, food stock reserves, potential inter-provincial surplus food distribution, energy efficiency, green energy policies, and commitments to support programmes and budgets for the Action Plan in 6 areas of the 2027 Cooperation Agreement (PKS).

Six Strategic Agreements from the 2026 Rakergub FKD-MPU

The 2026 Rakergub FKD-MPU produced a Minutes of Meeting signed by all member province delegation leaders, witnessed by the Executive Director of the MPU Joint Secretariat, Dr. Suhajar Diantoro, M.Si. The Minutes contain six strategic agreements:

  1. Strengthening integrated food resilience as a response to projected El Niño impacts on agricultural production in FKD-MPU member provinces.

  2. Promoting cooperation among regional-owned enterprises (BUMD) in the food sector among FKD MPU member provinces.

  3. Promoting energy resilience strengthening as a response to global energy crisis dynamics and challenges.

  4. Consistently and measurably implementing the FKD-MPU Cooperation Agreement Action Plan in the 2027 Fiscal Year.

  5. Supporting the National Priority Work Programme (PKPN) in Housing Infrastructure and Disaster Resilience, particularly the construction of the Giant Sea Wall on the North Coast of Java.

  6. Conducting consistent coordination, control, monitoring, and evaluation of the implementation of all 2026 Rakergub FKD-MPU agreements.

Collective Commitment Towards a Resilient Indonesia

The signing of the Minutes marks the collective commitment of the 10 FKD-MPU member provinces to grow together and resiliently face national food and energy resilience challenges. The series of events was officially closed by the Central Java Governor as the host, followed by a group photo session, reception, and networking among delegates.

Through the 2026 Rakergub FKD-MPU, the Central Java Provincial Government affirmed its role as a driver of inter-regional synergy, while supporting national strategic agendas in realising sustainable food self-sufficiency and energy resilience.
