Central Java Governor Ahmad Luthfi officially launched the Pandawa Task Force to strengthen the management and optimisation of regional assets as part of efforts to increase locally generated revenue (PAD) at the Merah Putih Building in Semarang on Tuesday (21/7).

During a Focus Group Discussion (FGD) on ‘Transformation of Local Government Asset Management for the Optimisation of Central Java Province’s Locally Generated Revenue’, Luthfi explained that the regional government needs to boost PAD to overcome current fiscal limitations and global geopolitical challenges, in addition to optimising Regional-Owned Enterprises (BUMD) and Regional Public Service Agencies (BLUD).

‘So the function of the Pandawa Task Force is to empower assets so they can be used by third parties through a leasing and empowerment system,’ Luthfi said.

The Central Java Provincial Government currently manages 8,866 land parcels and 24,098 building units. Of these total assets, there remains considerable room for optimisation, including 17 land parcels and 8 building units under the Asset Manager, as well as 76 land parcels and 14 building units under Asset Users.

Cooperation with third parties is considered crucial in the management and optimisation of regional assets. According to Luthfi, the involvement of third parties that can support management and empowerment will provide added value to the assets themselves.

‘We have many assets. We will rebrand them and offer them according to local wisdom. We can present them to the local Muspida, entrepreneurs, or business organisations such as Kadin, Hipmi, and others,’ he stated.

Assistant for Administration of the Central Java Regional Secretariat, Dhoni Widianto, stated that asset utilisation efforts had already been underway. To date, cooperation has been carried out on nine land parcels and 31 building units under the Asset Manager, as well as 88 land parcels and 288 building units under Asset Users.

Dhoni assessed that although these achievements provide a good foundation, acceleration is needed so that more assets become productive and contribute to Locally Generated Revenue.

‘Before the Pandawa Task Force was formed, asset utilisation through the leasing mechanism increased from two objects in the January-May 2026 period to 13 objects in the June-July 2026 period. Today, a lease agreement was also signed for one asset object in Cilacap Regency, along with a commitment to utilise three asset objects in Banyumas, Sragen, and Jepara,’ Dhoni concluded.
