Central Java Infrastructure Damaged, Revenue Chief Points to IDR 2.8 Trillion Vehicle Tax Arrears
The Head of the Regional Revenue Agency (Bapenda) of Central Java Province, Muhamad Masrofi, has disclosed that arrears on motor vehicle tax (PKB) in the region currently stand at IDR 2.8 trillion. He stated that these arrears are affecting the Regional Budget (APBD), including allocations for infrastructure development such as roads, bridges, and irrigation.
Masrofi noted that the total number of motor vehicles in Central Java is approximately 17 million units. Based on data up to December 2025, 5.1 million vehicles are in arrears on their PKB, comprising 4,558,563 two-wheeled vehicles and 565,780 four-wheeled or more vehicles.
“The total tax receivables are around IDR 2,881,927,313,000. That is the total for provincial PKB. Meanwhile, the PKB surcharge, which is the portion for district and city governments, has arrears of IDR 877,781,464,500,” Masrofi explained during an interview on Thursday, 11 June 2026.
He added that when accumulated, the total arrears for PKB plus the surcharge reach IDR 3.7 trillion. Masrofi said such a large amount of arrears inevitably affects the Central Java APBD, as PKB is one of the largest contributors to the provincial government’s locally generated revenue (PAD).
According to Masrofi, when revenue decreases, development financing will automatically shrink. “In fact, one of the financing sources from the APBD is used for development activities in Central Java, for infrastructure, roads, bridges, irrigation, and so on,” he said.
He also highlighted the emergence of public criticism regarding the lack of infrastructure development. “Nowadays, many are saying, ‘Oh, the facilities and infrastructure are lacking,’ ‘Oh, the infrastructure is lacking,’ and so on. Well, where does the financing come from if not, in part, from motor vehicle tax,” Masrofi remarked.
