Central Java High Prosecutor's Office Denies Summoning Police Over Free Nutritious Meal Programme
SEMARANG – The head of the legal section at the Central Java High Prosecutor’s Office, Arfan Triono, responded to the issuance of an instruction by Central Java Regional Police (Polda Jateng) that its personnel should not comply with district prosecutor’s office summons for questioning over the management of Nutritious Meal Service Units (SPPG) in the Free Nutritious Meal (MBG) programme. He said his team is currently gathering data on SPPG activities.
Arfan denied that his office had sent summons for the examination of police personnel. “We at the prosecutor’s office have not issued any summons for examination. Because, based on the task order, we are collecting data and on-the-spot statements from all SPPG in Central Java. Not only SPPG run by the police, but all SPPG,” he said in Semarang, Central Java Province, on Thursday (9/7/2026).
Arfan said he had no objection if Polda Jateng issued an order for its personnel not to comply with prosecutor’s office summons regarding the SPPG examination. “That is fine. But what is clear is that, so far, we have made no summons or examinations. What we are doing is data collection, gathering data and statements on the spot. There is no summoning,” he said.
According to Arfan, the data gathering is a central order following the investigation into alleged corruption at the National Nutrition Agency (BGN). “So we want to make sure nothing like that happens in the regions as well,” he said.
Arfan explained that the gathering of data on SPPG in Central Java is being carried out by district prosecutor’s offices (kejari). The data or statements being explored concern the activities of the SPPG concerned, including the procurement of goods or products. “But it is still in progress. There are many SPPG after all,” he said.
Arfan said the number of SPPG examined by each district prosecutor’s office in Central Java so far is only in the teens. He said the results of the data collection and statements would later be handed over to the leadership for analysis, after which further steps or actions would be formulated.
Police instruction
Polda Jateng has ordered its personnel not to comply with kejari summons to be examined or questioned over the management of SPPG in the MBG programme. Polda Jateng said that if an examination must be carried out, it should be conducted at each region’s police headquarters.
The order for Polda Jateng personnel not to comply with kejari summons circulated via chain messages on WhatsApp. The order was issued by the head of the supervision sub-division of the Central Java Police Professional Supervision Division (Kasubbidpaminal Bidang Propam) and addressed to supervision section heads and police personnel. The circular was also copied to the head of the Professional Supervision Division and key officials of the division at Polda Jateng.
“To be conveyed to all supervision section heads and police personnel of Polda Jateng, regarding the many SPPG police administrators or managers being summoned by the district prosecutor’s office, both verbally and in writing, therefore the leadership’s instructions are as follows: 1. No police personnel or members should attend any summons by the district prosecutor’s office within their legal jurisdiction without a lawful accompaniment procedure,” the order, obtained by Republika on Thursday, read.
