Central Java Governor Signs MoU for Regional Waste Processing in Two New Agglomerations
The commitment was realised through the signing of an MoU with Environment Minister Hanif Faisol Nurofiq at the Ministry of Environment office in Kuningan, Jakarta, on Monday (13/4).
The Pekalongan Raya agglomeration covers Pekalongan City, Pekalongan Regency, Pemalang Regency, and Batang Regency, with the waste processing centre in Pekalongan City. Meanwhile, the Tegal Raya agglomeration includes Tegal City, Tegal Regency, and Brebes Regency, with the waste processing centre in Tegal Regency.
Hanif stated that this step directly contributes to the national waste reduction target. “This management is hoped to contribute directly to reducing national waste by 3,000 tonnes per day,” said Hanif in a written statement on Monday (13/4/2026).
This figure is also expected to curb Central Java’s total waste production, which currently stands at 17,300 tonnes per day. Hanif also praised Luthfi for his prompt handling of waste issues in the region. Waste management in Central Java has already reached 30%, above the national average of 26%.
“Thank you for the enthusiasm and hard work of the Governor, who has quickly addressed the dynamics in Central Java. Especially supported by the most proactive Head of Service in Indonesia,” Hanif remarked.
Luthfi emphasised that the signing must be promptly followed by on-the-ground execution. He noted that the Central Java Provincial Government is also developing refuse-derived fuel (RDF) in several areas.
“In addition to agglomerated waste management, the Central Java Provincial Government is beginning to develop refuse-derived fuel in several regions, including Magelang, Banyumas, Cilacap, and others,” he explained.
Several other strategic steps have been prepared, from forming Waste Task Forces down to the village and sub-district levels, preparing a waste processing roadmap to support the zero-waste programme by 2029, issuing a Governor’s Circular on Waste Management Acceleration, to launching the Jawa Tengah ASRI Movement (Safe, Healthy, Clean, Beautiful).
“No less important is how to sort and select waste. That means collaboration is needed at both upstream and downstream levels so that this can be resolved together,” he said.
For information, the seven regional heads who also signed the agreement are Pekalongan Mayor Achmad Afzan Arslan Djunaid, Acting Regent of Pekalongan Sukirman, Pemalang Regent Anom Widiyantoro.
Furthermore, Batang Regent M Faiz Kurniawan, Tegal Mayor Dedy Yon Supriyono, Tegal Regent Ischak Maulana Rohman, and Brebes Regent Paramitha Widya Kusuma.
