Governor Ahmad Luthfi made this statement while opening the Central Java Leadership Dialogue Forum as part of the 2026 Regional Executive Programme (PED) at the Sasana Widya Praja Building, office of the Central Java Provincial Human Resource Development Agency (BPSDMD), today.

“Our bureaucracy is a serving bureaucracy. Those served and those serving are equals,” Luthfi said in a written statement on Wednesday (1/4/2026).

He emphasised that civil servants must not merely perform administrative tasks but should be capable of concretely resolving public issues. According to him, the presence of the bureaucracy must be truly felt in its benefits by society.

“Civil servants must be quick, responsive, and capable of problem solving for the community,” he stated.

In his view, the major development challenges in Central Java cannot be addressed through sectoral working patterns. Therefore, he urged all regional apparatus to build teamwork so that citizens’ problems can be handled quickly, accurately, and comprehensively.

He gave an example: when floods, landslides, infrastructure damage, or social issues occur in a region, all Regional Apparatus Organisations (OPD) must move together according to their respective duties.

“Community problem solving cannot be handled individually. It must be through teamwork and collaborative government,” Luthfi said.

In addition to emphasising collaboration, he reminded that the bureaucracy must move in one direction of development. He believes that synergy between the provincial government, central government, and 35 regencies/cities is key to ensuring development programmes truly impact society.

Luthfi also touched on Central Java’s development not only relying on physical infrastructure but also on education, health, human resources, basic services, and others. All these sectors must be strengthened to support the regional development agenda.

In governance, Luthfi stressed the importance of integrity, neutrality, transparency, and the merit system in the bureaucracy. He assured that promotions and position placements must be based on competence, not on nepotistic practices.

He said all these efforts converge on one major goal: building a clean, professional, responsive bureaucracy that can truly address societal issues.

“There is no nepotism in Central Java Province. Everything must be based on the merit system,” he asserted.

Meanwhile, the Head of the Central Java Provincial BPSDMD, Uswatun Khasanah, said the forum was attended by high-ranking leadership positions (JPT), Echelon III, structural officials, functional officials, and civil servants of the Central Java Provincial Government, both in person and online.

“The forum was held to strengthen the common vision of the bureaucracy in translating Central Java’s priority development programmes,” she concluded.
