Central Java Governor Ahmad Luthfi Assists Elderly Victims of ID Card Misuse
Luthfi has ensured that the rights of Darmi and her husband, as beneficiaries of social assistance, will be restored. A number of aid packages were also provided to the family, Luthcal announced after meeting the couple at their home today.
“We have restored everything; both the province and the regency have provided assistance. We have provided full support to ensure their status is reinstated,” Luthfi stated in a written statement on Thursday (3/9/2026).
The incident involving the two elderly individuals serves as a lesson for all regarding the protection of vulnerable and impoverished groups. Similar cases involving the misuse of authority through National Identity Cards (KTP) have also been discovered in other parts of Central Java, such as Kendal and Ungaran, Semarang Regency.
“This is a lesson for us all. I am conducting direct checks to ensure this does not recur elsewhere. In the case of online gambling, the ID can be used without the owner’s confirmation or facial recognition detection,” he said.
Learning from this case, Luthfi immediately instructed the Social Affairs Office, as well as the Office of Community Empowerment, Village, Population, and Civil Registration of Central Java Province, to conduct re-verifications. He also ordered intensive socialisation regarding the fact that ID cards cannot be used indiscriminately.
“The Social Affairs Office also needs to conduct further verification with the Ministry of Social Affairs to ensure that those in deciles 1, 2, 3, and 4 are not being exploited. Bhabinkamtibmas and Babinsa must carry out socialisation at the grassroots level to prevent this from happening again, as this affects the most vulnerable populations,” he explained.
Previously, Ahmad Luthfi held a dialogue with Darmi. From her account, it was revealed that Darmi’s ID card had been borrowed by an individual. Darmi was given a sum of money in exchange for lending the card. Being elderly, Darmi was unaware of how the borrower was using the ID.
For context, Darmi and Daryat are recipients of the Basic Food Program (BPNT), receiving Rp 200,000 per month. However, their assistance was suspended during the fourth stage for the October–December 2025 period after their names were flagged for involvement in online gambling transactions.
“Following this, the village government and social assistants conducted direct field verifications. The assessment results show that both belong to decile 1 (extremely poor). It was also noted that Darmi and Dayat do not possess mobile devices and are unable to read or write,” he concluded.
