The Pandawa Task Force was launched by Central Java Governor Ahmad Luthfi, accompanied by Central Java Regional Secretary Sumarno, during a Focus Group Discussion (FGD) titled Transformation of Regional Government Asset Governance for the Optimisation of Locally Generated Revenue of Central Java Province.

According to Ahmad Luthfi, limited fiscal conditions and global geopolitical dynamics have pushed regional governments to seek new sources of revenue. Beyond optimising the performance of Regionally Owned Enterprises (BUMD) and Regional Public Service Agencies (BLUD), government-owned assets are also considered to hold significant potential for development.

“So the function of this Pandawa Task Force is to empower assets so they can be used by third parties through a leasing and empowerment system,” Luthfi said in a written statement on Tuesday (21 July 2026).

The Central Java Provincial Government currently manages 8,866 plots of land and 24,098 buildings. Many of these assets have yet to be utilised optimally.

Among assets managed by the Goods Manager, there are still 17 plots of land and eight buildings with development potential. Meanwhile, under the Goods User, there are 76 plots of land and 14 buildings that could also be harnessed to generate economic value and social benefit.

Luthfi believes the involvement of third parties is one of the keys to optimising regional assets. According to him, collaboration with businesses can increase the utility value of assets while providing additional income for the region.

“We have a lot of assets. We will rebrand them and offer them in line with local wisdom. We can present them to local regional leadership forums, businesspeople, or business organisations such as Kadin, Hipmi, and others,” he said.

Meanwhile, Assistant for Administration at the Central Java Provincial Regional Secretariat, Dhoni Widianto, said the utilisation of regional assets is already under way. To date, partnerships have been established covering nine plots of land and 31 buildings owned by the Goods Manager, as well as 88 plots of land and 288 buildings owned by the Goods User.

According to Dhoni, this achievement is a good starting point. However, the vast potential of untapped assets means the government needs to accelerate its management processes so that they contribute more significantly to locally generated revenue (PAD).

“Before the Pandawa Task Force was formed, asset utilisation through rental mechanisms increased from two objects in the January-May 2026 period to 13 objects in the June-July 2026 period. Today also saw the signing of a rental agreement for one asset in Cilacap Regency, as well as utilisation commitments for three assets in Banyumas, Sragen, and Jepara,” he said.
