Central Java Awaits Central Government Directive on Village Cooperative Halls Built on Agricultural Land

The Central Java provincial government is currently awaiting a directive from the central government concerning the issue of Village Cooperative Halls (KDKMP) that have been constructed on sustainable food agricultural land (LP2B). Regional Secretary Sumarno stated that more than 1,100 KDKMP buildings in Central Java are located on LP2B. “We are still waiting for the policy direction,” he said during an interview at the Central Java Regional House of Representatives office in Semarang on Friday (14/8/2026).

Sumarno added that the local government is currently drafting a regional spatial plan (RTRW), particularly regarding protected rice fields (LSD). He expressed hope that the issue could be resolved collaboratively alongside the spatial planning process. When reporting the existence of buildings on LP2B to the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), the provincial government also included data on housing and commercial areas that stand on LP2B.

According to regulations, any use or conversion of LSD or LP2B land requires replacement land. Sumarno said the government is waiting for direction from the central government on whether the same scheme will apply to the KDKMP buildings. He noted that various factors led to the construction of the cooperative halls on agricultural land, suggesting that village governments prepared sites they deemed suitable, but the assessment process for the construction was likely not yet comprehensive.

Sumarno confirmed that the National Strategy for Corruption Prevention (Stranas PK) team has visited Central Java to review the implementation of the KDKMP construction, including the issue of LP2B usage. “They are also pushing for the legal aspects. The direction from the KPK colleagues is essentially the same, supporting the effort to ensure there is no fraud or misuse in the designation of these areas,” he said.
