Central Java 2025 Budget Accountability Approved, Luthfi Reveals Regional Asset Growth
However, in carrying out development work, Central Java cannot rely solely on the Regional Budget (APBD). Therefore, the investment sector, Regional-Owned Enterprises (BUMD), and Regional Public Service Agencies (BLUD) need to be continuously developed to strengthen the regional economy.
Central Java’s investment realisation in 2025 reached Rp 110 trillion, with employment absorption of nearly 276,000 people. Meanwhile, in the first quarter of 2026, incoming investment reached almost Rp 23 trillion, absorbing 92,000 workers.
“These programmes must be implementable and beneficial for the community,” said Central Java Governor Ahmad Luthfi in a statement on Wednesday (8/7/2026).
He made the remarks during a plenary session to approve the Regional Regulation on the 2025 APBD Accountability Report with the Central Java DPRD at the Berlian Building in Semarang on Wednesday, 8 July 2026.
On that occasion, Luthfi expressed his appreciation to the leadership and members of the Central Java DPRD for deliberating the draft regional regulation on the 2025 fiscal year budget accountability, which has now been approved as a Regional Regulation.
In the accountability report, the realised revenue of the Central Java APBD for 2025 was reported at Rp 23.751 trillion, while regional expenditure stood at Rp 23.871 trillion.
This structure resulted in a deficit of Rp 109.86 billion. The deficit was covered by net financing of Rp 577.04 billion, leaving a Budget Financing Surplus (SiLPA) of Rp 467.18 billion.
Luthfi stated that the value of Central Java Province’s regional assets in 2025 reached Rp 42.669 trillion. This figure represents an increase of Rp 2.408 trillion compared to the previous year.
Meanwhile, Central Java DPRD Speaker Sumanto noted that the 2025 APBD accountability report submitted by the Provincial Government was in accordance with the DPRD’s discussions and the findings of the Audit Board of Indonesia (BPK).
“So, what was conveyed by the Governor and the DPRD is aligned, as well as with the BPK’s findings,” he said.
He explained that the deficit in the APBD is part of regional government accounting management and has a source of cover through financing.
The DPRD also provided several notes, particularly urging that the SiLPA be managed in a more planned manner. Additionally, the regional government was asked to optimise revenue without burdening the public.
In accordance with the applicable mechanism, the draft regional regulation on the 2025 APBD accountability will be submitted to the Minister of Home Affairs for evaluation. The results of this evaluation will serve as the basis for refinement before it is enacted as a Regional Regulation of Central Java Province.
