Central Jakarta Mayor Urges Civil Servants to Boost Competence via Sipetkom App

Central Jakarta Mayor Arifin has urged all civil servants (ASN) to continuously improve their competence and optimise the use of the Competency Map Information System (Sipetkom) application as the basis for implementing talent management. Speaking at the opening of a socialisation event on improving employee understanding of staffing regulations at the Central Jakarta Mayor’s Office on Monday, Arifin stated that the policy is part of the Jakarta Provincial Government’s efforts to build a professional, objective, transparent, and competency-based ASN management system. He explained that the Jakarta Provincial Government has provided the Sipetkom application as a means of collecting ASN competency data. Through the application, employees are asked to fill in their competency data along with complete supporting documents. “I hope employees can input their competency data and supporting documents completely through the Sipetkom application,” he said. According to him, the data uploaded into Sipetkom will serve as the basis for competency mapping, career development, transfers, promotions, and human resource development within the Jakarta Provincial Government. He stressed that the success of talent management implementation depends on the quality of staffing data held by the regional government. In addition to completing competency data, Arifin also requested all ASN to update their family data on their respective accounts to ensure orderly and compliant staffing administration. “Therefore, I ask that the data be filled in completely, correctly, up-to-date, and supported by valid documents,” he said. On the same occasion, Head of the Central Jakarta Personnel Agency Division, Heri Dianto, said the socialisation was attended by around 130 participants from various regional apparatus organisations (OPD). According to Heri, the activity aims to improve the understanding of employees and personnel managers regarding the implementation of talent management through the Sipetkom application. The implementation of talent management within the Jakarta Provincial Government refers to the Decree of the Governor of DKI Jakarta Number 771 of 2025 as part of strengthening the competency-based ASN management system. “Encouraging accurate, complete, and up-to-date staffing data management,” Heri concluded.
