Central Bangka DPMPTK: PT PSM's Permit Complies with Regulations
The Central Bangka Regency Investment, One-Stop Integrated Services, and Manpower Agency (DPMPTK) in Bangka Belitung Islands Province has stated that the investment licensing process for PT Perlang Sawitindo Mas (PSM) has complied with the prevailing regulations.
The Head of the Licensing Division of Central Bangka DPMPTK, Opaldo Adi Barmono, in Koba on Wednesday, said that the company’s permit is complete and valid because it still refers to the previous regulations, when licensing authority was at the regency level.
This statement was made in response to reports and information circulating in the community alleging issues with the licensing of the crude palm oil (CPO) processing company, as it was deemed that it should have been issued by the provincial government.
Opaldo explained that the new regulations governing licensing authority refer to Government Regulation No. 28 of 2025 and BKPM Regulation No. 5 of 2025.
However, the establishment of PT PSM still uses the old rules because there are no technical guidelines from the latest regulations.
He said that the company’s application to establish a CPO factory uses the Indonesian Standard Industrial Classification (KBLI) 10231 and has followed the applicable regulations at the time the application process began.
“The licensing for PT PSM has been in process since 2024, so it still refers to the previous rules,” he stated.
According to him, the latest provisions related to the Indonesian Standard Industrial Classification (KBLI) 10431, which falls into the category of large-scale high-risk industry with an investment value above Rp10 billion where licensing becomes the governor’s authority, only apply after the company’s licensing process has progressed.
He assured that administratively, the application for a palm oil processing plant permit in Perlang Village, Lubuk Besar Subdistrict, has no issues.
Central Bangka DPMPTK stated that it remains open to input and reports from the community regarding investment activities in the area to ensure all processes run in accordance with applicable regulations.
The local government also urged the public to obtain accurate information through authorised agencies to prevent misunderstandings regarding the investment licensing process.
