Central Bangka Disdukcapil expands services for vulnerable groups

The Population and Civil Registration Office (Disdukcapil) of Central Bangka Regency is expanding access to population administration services for vulnerable groups through a proactive community outreach programme called Jempol Mantan. Ice Sandra, Head of the Population Registration Service Division at Central Bangka Disdukcapil, stated in Koba on Saturday that the programme targets the elderly, people with disabilities, individuals with mental health disorders (ODGJ), and residents who are ill, whether receiving treatment at home or in hospital. “Through the Jempol Mantan programme, officers will visit residents who need population administration services directly, so they do not need to come to the Disdukcapil office,” Ice said. She explained that residents or their families simply need to report their service requirements to Disdukcapil by providing identification, an address, and details of the person’s condition. Officers will then conduct verification before scheduling a visit. According to Ice, the programme is a local government effort to ensure all citizens, especially vulnerable groups, retain their right to population administration documents despite physical or health limitations. She noted that these documents are essential for accessing various public services, including healthcare, education, social assistance, and other government services. “We want to ensure that no citizen loses their right to population administration simply because of physical or health limitations,” she said. Central Bangka Disdukcapil hopes this innovation will broaden the reach of population administration services while realising public services that are more inclusive, fast, easy, and equitable. Ice added that the Jempol Mantan programme has been running since early June 2026, although it was first introduced in 2023. It has since been innovated and intensified, with a total of 100 vulnerable residents served to date. “Specifically in 2026 up to June, 10 people have been served,” she added.
