Central Bangka Disdukcapil expands services for vulnerable groups

Koba, Bangka Belitung (ANTARA) - The Population and Civil Registration Office (Disdukcapil) of Central Bangka Regency is expanding access to civil administration services for vulnerable groups through its outreach programme for vulnerable communities, known as Jempol Mantan.

Ice Sandra, Head of Population Registration Services at Central Bangka Disdukcapil, speaking in Koba on Saturday, said the programme targets the elderly, people with disabilities, people with mental health conditions (ODGJ), and residents who are ill, whether receiving care at home or in hospital.

“Through the Jempol Mantan programme, officers will come directly to residents who need civil administration services, so they do not have to come to the Disdukcapil office,” said Ice.

She explained that residents or their families simply need to report their service needs to Disdukcapil, attaching identity documents, an address and details of the resident’s condition. Officers then carry out verification before scheduling a visit.

According to Ice, the programme is part of the regional government’s effort to ensure that all residents, particularly vulnerable groups, still obtain their right to civil administration documents despite physical limitations or health conditions.

She said population documents are an important requirement for accessing various public services, such as healthcare, education, social assistance and other government services.

“We want to make sure that no one loses their right to civil administration services simply because of physical or health limitations,” she said.

Central Bangka Disdukcapil hopes the innovation will broaden the reach of civil administration services while realising public services that are more inclusive, fast, convenient and equitable.

Ice added that the Jempol Mantan programme has been running since early June 2026, and although it has existed since 2023, it only began innovating and being intensified in 2026. To date, 100 vulnerable residents have been served under the validated programme.

“Specifically in 2026 up to June, 10 people have been served,” she added.
