Jakarta (ANTARA) - The Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN-RB) has reminded all central and regional agencies to comply with the work-from-home (WFH) policy every Friday for all civil servants (ASN).

A press release from the Government Communication Agency (Bakom) of Indonesia in Jakarta on Wednesday stated that the Minister of PAN-RB has issued Circular (SE) No. 3 of 2026 on the Implementation of Official Duties for ASN Employees in Government Agencies.

Similarly, the Minister of Home Affairs (Mendagri) has issued a Circular on the Framework for Transforming the Work Culture of ASN in the Ministry of Home Affairs Environment.

“The SE from MenPAN-RB and the SE from Mendagri both specify the WFH day as Friday. Both circulars become effective from this week, as last Friday was a holiday. It is hoped that through these SEs, central and regional agencies can use them as guidelines,” stated the press release from the KemenPAN-RB Public Relations.

The KemenPAN-RB Public Relations explained that so far, there are no rules regarding sanctions for central or regional agencies that do not comply with the provisions in the SE. However, KemenPAN-RB can issue warning letters.

Here are the key points of SE MenPAN-RB No. 3/2026.

  1. Personnel Development Officials/Heads of Government Agencies adjust the implementation of official duties for ASN employees in their respective agencies through a combination of flexibility in the location of official duties, namely:
  1. official duties at the office (work from office/WFO) and

  2. official duties at home/residence which is the domicile location of the ASN employee (work from home/WFH).

  1. The adjustment of the implementation of official duties as referred to in point one shall be carried out with the following provisions:
  1. Four (4) working days in one (1) week for WFO implementation, namely on Monday, Tuesday, Wednesday, and Thursday, and

  2. One (1) working day in one (1) week for WFH implementation, namely on Friday.

  1. The adjustment of the implementation of official duties as referred to in point two shall consider:
  1. the characteristics of official duties and the type of government services, and

  2. the achievement of individual, work unit, and organisational performance.

  1. Personnel Development Officials/Heads of Government Agencies ensure that the adjustment of the implementation of official duties as referred to in point two does not disrupt the smooth running of government administration and the quality of public services.

For this reason, Personnel Development Officials/Heads of Government Agencies need to pay attention to the following matters:

  1. optimise the application of information systems in their respective agencies and utilise shared national-level information systems, including for evidence of attendance and performance reporting of ASN employees;

  2. instruct Public Service Organising Organisations in their respective agencies to:

  1. ensure that essential public services that directly impact the community remain available and accessible, such as health services, security, cleanliness, population affairs, as well as emergency and preparedness services;

  2. pay attention to providing services that are friendly to vulnerable groups, including persons with disabilities, the elderly, pregnant women, and children; and

  1. conduct monitoring and supervision of the fulfilment and achievement of organisational performance targets and ASN employee performance;

  2. provide clear information to the public if there are changes in service mechanisms and/or procedures for accessing public services, and ensure that services are completed in accordance with the established time and quality standards; and

  3. ensure that the results (output) of services, whether conducted online or offline, are carried out in accordance with the established service standards.

  1. This Minister’s Circular shall take effect on 1 April 2026.
