Cemagi Waste Processing Facility Found Dumping Waste into River; Incinerator Lacks SOP
The Badung Regency Environmental and Cleanliness Office (DLHK) has found that the TPS3R Sarwa Metu Wangi facility in Cemagi Village, Mengwi, does not yet have standard operating procedures (SOP) for the operation and maintenance of its incinerator machine. This finding was made after a joint team visited the site to follow up on resident complaints regarding thick smoke and allegations of waste being dumped into the river, which had gone viral on social media.
In addition to the lack of SOPs, officers also discovered technical malfunctions in machine components and water drainage from control tanks flowing directly into the surrounding environment.
“Based on the results of field monitoring, it was found that there are several matters that need immediate repair by the TPS3R manager, particularly regarding wastewater management and incinerator operations,” said the Head of Badung DLHK, Made Rai Warastuthi, on Tuesday (8/9/2026).
Badung DLHK stated that the excessive smoke from the chimney occurred during a maintenance process. This condition was triggered by a malfunction in one of the incinerator components.
Meanwhile, the pooling and leakage of water in the operational area originated from inorganic waste cleaning activities, machine maintenance, and the domestic activities of the facility managers.
“Regarding the smoke condition from the chimney, the manager explained that this occurred during maintenance activities and was due to a malfunction in one of the incinerator equipment components,” said Rai Warastuthi.
Following these findings, Badung DLHK has instructed the TPS3R managers to immediately draft and implement strict and consistent operational and maintenance SOPs for the incinerator. Managers are also prohibited from discharging wastewater directly into the environment without undergoing a proper treatment process.
“We also request that the managers immediately provide adequate wastewater treatment facilities, including for incinerator operational and maintenance activities,” said Made Rai Warastuthi.
For liquid waste management, Badung DLHK requires that the emptying of control tanks be carried out through cooperation with third parties that hold official permits. The repair of damaged incinerator components and the reconfiguration of all facility drainage must also be completed immediately to ensure that waste flow does not contaminate residents’ land.
“The repair of the malfunctioning incinerator components must also be carried out immediately to prevent excessive smoke,” she emphasised.
Badung DLHK expressed appreciation for the community’s reports and ensured that strict supervision will continue until all repair recommendations are implemented. TPS3R managers are expected to promptly improve their operational systems so that waste management can continue without damaging environmental quality.
“We will monitor every activity that has the potential to cause environmental impacts and ensure that facility managers fulfil their environmental management obligations in accordance with applicable regulations,” she concluded.
