Caution: Hajj Fulfilment Completion Scams Operating in Mataram
A fraud scheme targeting population administration services has emerged in Mataram, West Nusa Tenggara (NTB). This latest scam involves perpetrators posing as officials requesting residents to complete administrative documentation at the Mataram Population and Civil Registry Office (Disdukcapil) under the pretence of fulfilling hajj payment requirements.
“Many residents have come to Dukcapil, they come in connection with hajj procedures. Dozens of residents have come to us,” said Mansur, Head of Mataram Disdukcapil, when contacted on Tuesday (10 March 2026).
The victims of the scam are predominantly elderly residents. According to Mansur, citizens are contacted by telephone and asked to complete various documents at Mataram Disdukcapil. However, Mataram Disdukcapil has no involvement in hajj matters. “The pattern of the scam is that they keep chasing the victims, and ultimately they are asked to provide bank account details for hajj settlement payments,” explained Mansur.
“Clearly, we from Mataram Dukcapil have never issued any announcement regarding completion of hajj documentation. Except for ID card recording purposes. For Mataram city residents, we have never invited citizens to complete population administration for the purpose of hajj pilgrimage. That is a fraud scheme, so please be cautious,” Mansur stated firmly.
Ana, a Mataram resident, reported receiving a message from a number using the pretext of completing population administration documents for hajj purposes at the civil registry office.
“I received that message, but I ignored it. Since when does Dukcapil handle hajj settlement payments? That’s definitely fraud. Around Eid, there are indeed many scams from A to Z. We must be careful. Don’t just click or respond to messages,” Ana said.
