The Downstream Oil and Gas Regulatory Agency (BPH Migas) has requested that four-wheeled vehicles that do not carry a QR code while queuing for subsidised fuel purchases be set aside from the queue.

The Head of BPH Migas, Wahyudi Anas, stated that members of the public are still being found queuing for subsidised fuel without bringing supporting documents, such as the QR code.

“For those who are incomplete (not bringing the QR code) and others, please be set aside from the queue,” said Wahyudi on Saturday, 5 September 2026.

He emphasised this following an unannounced inspection of subsidised fuel distribution at a Kambara petrol station in West Muna Regency, Southeast Sulawesi.

According to Wahyudi, members of the public who bring complete administrative documents when queuing are subsidised fuel users who understand the regulations and require fuel for their daily activities.

However, he noted that many vehicle users are still negligent in bringing mandatory documents, which complicates the process of identifying the correct targets for subsidised fuel distribution.

Wahyudi explained that individuals with complete documentation will receive priority service because they have fulfilled their obligations as subsidised fuel users in accordance with applicable regulations.

Meanwhile, vehicles that do not carry the necessary administrative documents will be removed from the queue to ensure that services at petrol stations run more orderly.

In addition to the QR code, BPH Migates also found motor vehicles with non-compliant administrative conditions, including motorcycles with expired licence plates.

Wahyudi hopes that the public will become increasingly compliant with subsidised fuel purchase regulations so that the government can maintain accurate data regarding users who are truly entitled to receive energy subsidy benefits.

The completeness of user data in the queue, ranging from identity to vehicle information, is a crucial factor in the verification process for subsidised fuel recipients to ensure distribution is targeted correctly.

The validity of this data will also be a consideration in determining the needs and allocation of subsidised fuel for the following year, as accurate data helps the government develop better distribution planning.

Through the implementation of these rules and more orderly data collection, BPH Migas hopes that the distribution of subsidised fuel will be effective, transparent, and capable of preventing the misuse of fuel that is funded by state compensation.
