Caught Drinking During Bupati's Surprise Inspection, Kupang PPPK Fined Rp 3 Million

A government employee with a work agreement (PPPK) in Kupang Regency, East Nusa Tenggara, has been ordered to pay a fine of Rp 3 million after being caught hosting a drinking party, smoking, and playing music within a government office compound during a surprise inspection by Bupati Yosef Lede. The Kupang Regency administration investigated the case, which went viral on social media, and found that only one PPPK was involved, while the other individual present was a family member of the official.

Regional Secretary Mateldius Soleman Jilis Sanam confirmed the fine had been paid and deposited into the regional treasury. “The PPPK was fined Rp 3 million and it has already been paid into the regional treasury,” Sanam stated via WhatsApp message on Thursday (18/6/2026).

Sanam explained the penalty was imposed because the individual committed multiple violations on office premises, including smoking, consuming alcoholic beverages, and causing a disturbance by playing loud music. “He smoked, drank alcohol, and played music in the office,” he said.

According to Sanam, the investigation confirmed only one PPPK was involved in the incident. “Only one PPPK was there at the time. The other person was a family member of the PPPK,” he clarified. The PPPK was identified as Florensius Santos. Sanam noted the individual had admitted his mistake and expressed regret. “He is remorseful. His initials are FS,” he added.

The case came to light after a viral video circulated showing Bupati Kupang Yosef Lede conducting a surprise inspection at the Public Works and Spatial Planning (PUPR) office, where he discovered a PPPK and a family member holding a drinking party on the premises. Florensius Santos has since paid the fine to the Kupang Regency regional treasury.
