Cassation Judge Upholds Six-Year Prison Sentence for Former NTB Secretary and Associate

Two defendants in the corruption case over the use of land for the NTB Convention Center (NCC) project, former Regional Secretary (Sekda) of Nusa Tenggara Barat (NTB) Rosiady Husaeny Sayuti and former director of PT Lombok Plaza Dolly Suthajaya Nasution, were each given a six-year prison term on cassation by the Supreme Court (MA), according to the Mataram District Court public information officer, Kelik Trimargo. ‘Yes, the ruling is correct,’ Kelik said on Thursday (21 May 2026).

According to checks on the official Case Tracking Information System (SIPP) of the Mataram District Court, the decision for Rosiady is recorded under number 4599 K/PID.SUS/2026. The judges in the case were chaired by Yohanes Priyana with members Noor Edi Yono and Sinintha Yuliansih Sibarani.

‘Tolak kasasi penuntut umum dan terdakwa dengan perbaikan khusus pidana pengganti denda menjadi pidana penjara selama enam tahun, pidana denda sebesar Rp 300 juta,’ stated the final decision of the judges, quoted from SIPP PN Mataram.

The fine must be paid no later than one month after the cassation decision is notified to the defendant. If not paid, the defendant’s property will be seized and auctioned to cover the fine.

‘Dalam hal terdakwa tidak memiliki harta kekayaan untuk dilelang, diganti dengan terdakwa menjalani pidana penjara selama 100 hari,’ he said.

Meanwhile, the decision for Dolly Suthajaya Nasution is recorded under number 4598 K/PID.SUS/2026. In the final verdict, the judges rejected the cassation by the public prosecutor and the defendant with a correction to the sentence.

‘Pidana penjara selama enam tahun and a fine of Rp 100 million that must be paid no later than one month after notification of the court decision that has the force of law,’ stated the presiding judge Yohanes Priyana.

If the fine is not paid, the defendant’s assets will be seized and auctioned to cover the fine. If there are no assets, the defendant will instead serve 60 days in detention.

In addition, the judge ordered Dolly to pay replacement money of Rp 7.2 billion. If the replacement money is not paid, she will be subject to three years in prison.

Previously, in the NTB High Court (PT NTB), Rosiady’s sentence was reduced by two years from the verdict of the Mataram Corruption Court (Tipikor).

Previously, Rosiady was sentenced to eight years by the Mataram Tipikor Court. ‘Judgment thus imposes a sentence of six years’ imprisonment on the defendant,’ the NTB High Court noted, with a fine of Rp 300 million, subsiding by three months in prison. The NTB High Court ruling was lighter than the Tipikor Mataram ruling which imposed eight years in prison.

‘Menjatuhkan pidana oleh karena itu kepada terdakwa dengan pidana penjara selama 6 tahun,’ the NTB High Court verdict read, with the presiding judge being Mahendrasmara Purnamajati and members Ketut Somanasa and Djoko Soepriypno, in the PN Tipikor Mataram courtroom, on Friday (10/10/2025) night.

The NTB Secretary during the governorship of TGB Muhammad Zainul Majdi was also sentenced to a fine of Rp 400 million. If the fine is not paid, it is replaced with five months in detention.

Meanwhile, for the defendant Dolly, the NTB High Court indeed reduced the sentence from 10 years in prison to six years.

‘Judgment against the defendant with a prison term of six years,’ read the verdict by the NTB High Court.

The NTB High Court judge who handed the six-year sentence to Dolly was Gede Ariawan as chair, with Ahmad Yasin and Diah Susilowati.

Dolly was also ordered to pay a fine of Rp 300 million, with a substitute of three months imprisonment, and to pay restitution to the state amounting to Rp 7,258,537,000.

If the restitution is not paid by no later than one month after the decision becomes final, the property will be seized and auctioned.

‘If the defendant lacks sufficient assets, she will be punished with one year in prison,’ the verdict said.

Previously, Dolly was sentenced to ten years by the Mataram Tipikor Court.

‘Impose the defendant with a prison term of ten years and a fine of Rp 500 million,’ ordered by the presiding panel, Mahendrasmara Purnamajati, with members Ketut Somanasa and Djoko Soepriypno, in the PN Tipikor Mataram courtroom, (10/10/2025) night.

If the fine is not paid, it is replaced with six months in prison. The Deputy Chief of PN Mataram also ordered Dolly to pay restitution of Rp 7.2 billion, with a substitute of three years.
