Case Against Abused NGO Activist in Lebak Dropped After Victim Withdraws Report
The Banten Regional Police have announced that NGO activist in Lebak Regency, Fam Fuk Tjhong, also known as Uun, has withdrawn his report regarding an alleged case of assault and kidnapping. Consequently, the investigation into the case has been discontinued by the police.
The Director of General Criminal Investigation at the Banten Regional Police, Kombes Dian Setyawan, stated that Uun has reached a peace agreement with the four suspects and has officially retracted his report.
“Regarding the alleged case of kidnapping accompanied by violence against the activist, the parties involved have reached a settlement, signed a statement, and the individual has submitted a letter to withdraw the police report,” Dian told reporters on Tuesday (1/9/2026).
Dian noted that the matter has been resolved through restorative justice (RJ). According to Dian, both the formal and material requirements for restorative justice have been met in this case.
“Therefore, to ensure legal certainty and the principle of justice, investigators have halted the case on the grounds of restorative justice. This is because the victim himself has submitted a letter withdrawing the police report regarding the criminal act committed against him,” he said.
Previously, a video circulated on social media showing Uun shirtless, cowering and holding his head inside a car. In the video, Uun could be heard being interrogated by a man regarding allegations of harassment and insulting the Chairman of the Council.
Uun admitted he regretted his actions and intended to apologise to the Chairman of the Council, even stating he would accept death if he repeated such conduct.
Following the incident on the night of Saturday (18/7), Uun reported the matter to the police. The investigation led to the identification of four suspects, initials D, A, R, and E. The individual identified as D acted as the person who instructed the mass organisation (ormas) to take the victim, while the other three suspects were involved in the physical assault.
