A cargo port is set to be built in Pesinggahan Village, Dawan Subdistrict, Klungkung, Bali. The construction is being undertaken by the Klungkung Regency Government (Pemkab Klungkung) to facilitate the transportation of goods to Nusa Penida. Based on the results of a feasibility study (FS), the project is estimated to cost Rp 343 billion.

“This is still an estimate according to the FS already conducted by Unud (Udayana University),” said the Head of the Transportation Agency (Kadishub) of Klungkung, Anak Agung Gede Putra Wedana, to detikBali on Monday (13/4/2026).

Wedana explained that the cargo port is one of the developments promised by the Regent and Deputy Regent of Klungkung during their candidacy. To date, the only port managed by Pemkab Klungkung is Mentigi Port in Nusa Penida.

Meanwhile, cargo ferry crossings are only available at Padangbai Port, managed by PT ASDP Indonesia Ferry. Cargo crossings to Nusa Penida via Padangbai Port are routinely carried out. However, cargo crossings from Padangbai Port remain limited, considering that the priority for crossings is the route to Lembar Port, West Nusa Tenggara (NTB).

“Because we are just hitching a ride there, we have to wait until it’s empty before we can dock. Due to the high queue, it can sometimes take up to five days, and many still have to transport their goods using boats, which causes high costs,” Wedana clarified.

The rapid development in Nusa Penida, Wedana explained, is also a reason why building the cargo port is important and needs to be realised immediately, both by the government and the community. “That’s why the Regent is very focused on developing this port,” Wedana added.

Wedana assured that the stages of developing this cargo port are proceeding as expected, despite facing several obstacles in the administrative stage of location determination (penlok). While handling the FS, Pemkab Klungkung must ensure land availability because there is land owned by the Bali Provincial Government (Pemprov Bali) and the Pesinggahan Customary Village.

After the FS, the Klungkung Transportation Agency this year will also handle the Working Environment Area (DLKr) and the Interest Environment Area (DLKp). These two areas are designated to provide legal certainty, smooth operations, maritime safety, and efficient port management.

Previously, Regent of Klungkung, I Made Satria, explained that the results of the FS conducted by Unud were conditionally feasible. The conditional feasibility result emerged because land preparation was not yet complete when the FS was conducted.

“Of course, when it is stated as conditionally feasible, this is what is being pursued. Now everything is in process. So everything is on track,” Satria clarified.

Regarding financing, Pemkab Klungkung has prepared two schemes. The first, if expecting funding from Pemprov Bali, Pemkab Klungkung must wait until 2027. The second scheme is to collaborate with investors through a regional-owned business entity (BUMD).

“Basically, the third party that plans to build this port is already ready. However, because we want business to business (B2B), we must prepare a BUMD. But, this scheme we will discuss further which one is more beneficial for us,” Satria explained.
