Can PPPK Retire? Here Are the Rules on Pension Amounts and Working Age Limits
Government Employees with Work Agreements (PPPK) have become an integral part of the evolving national civil service system and are increasingly popular. In practice, many people still question the certainty of PPPK rights, particularly regarding pension entitlements.
According to the Coordinating Ministry for Infrastructure and Regional Development website, PPPK are Indonesian citizens who meet certain requirements and are appointed based on a work agreement for a specific period to carry out government duties. With this status, questions arise about PPPK pension rights after their employment period ends.
These questions have intensified following conflicting reports about PPPK efficiency in various regions. So, are PPPK entitled to pensions? Let’s examine the complete answer in the explanation below!
Can PPPK Receive Pensions?
Before delving into the answer, it is important for readers to first understand the position of PPPK in the national civil service system. According to Article 5 of Law No. 20 of 2023 on ASN, ASN employees consist of two types: Civil Servants (PNS) and PPPK. This means PPPK are part of the national civil service structure.
This regulation was signed by President Joko Widodo in 2023, as reported by detikFinance. The law emphasises equality of rights between Civil Servants (PNS) and Government Employees with Work Agreements (PPPK), including pension guarantees that were previously only provided to PNS.
Article 21 paragraph (1) also states that ASN employees are entitled to recognition and appreciation, both in material and non-material forms. Furthermore, Article 21 paragraph (6) explains that ASN are also entitled to social security covering health insurance, work accident insurance, death benefits, pension guarantees, and old-age security.
With these provisions, PPPK now have rights to pension guarantees as part of ASN.
Rules on Pension Amounts for PPPK
As reported by detikFinance, the government will implement a defined contribution scheme to determine pension amounts. Under this scheme, PPPK set aside a portion of their income during their working period for investment, which is then accumulated until retirement.
The pension benefits received by employees come from the total contributions paid during their working period. These funds can later be withdrawn in periodic payments or used to purchase annuity products.
This is also affirmed in Article 22 paragraph (4) of Law No. 20 of 2023 on ASN, stating that the funding source comes from the government as the employer and ASN employee contributions. In addition, according to Antara, there are technical provisions regarding PPPK pension benefits, as follows:
If the working period is less than 16 years, the pension is provided as a lump-sum payment upon reaching retirement age.
PPPK are entitled to monthly pensions if they have met a minimum working period of 16 years.
Pension benefits will increase with longer working periods.
In line with this, pension contributions are sourced from employee income during the working period. ASN income includes basic salary as regulated in Presidential Regulation No. 11 of 2024, with details as follows:
Group I: Rp 1,938,500 - Rp 2,900,900
Group II: Rp 2,116,900 - Rp 3,071,200
