Can Non-DKI Residents Print Their ID Cards in Jakarta? Check the Regulations!
Residents with a domicile outside Jakarta can print their ID cards in Jakarta. Printing e-KTPs in Jakarta for residents outside the Jakarta domicile is prioritised for those from outside Bodetabek.
According to the Instagram account of Dukcapil Jakarta (@dukcapiljakarta), based on the Circular of the Head of DKI Jakarta Dukcapil No. e-0008/2025, non-DKI residents can print KTPs in Jakarta with the following provisions:
- Residents from Outside Bodetabek
They can have their cards printed in Jakarta.
For example, if your original e-KTP is from Surabaya, Medan, or Makassar (outside Bodetabek), you can print your KTP in Jakarta.
- Bodetabek Residents
- They are advised to print their e-KTPs in their respective domicile areas because the locations are closer and there are no quota limits.
Quota for Printing KTPs in Jakarta for Non-Bodetabek Residents
Blanko stock is prioritised for DKI Jakarta residents, so services for those outside the domicile have limited daily quotas. Here are the details.
Dinas Dukcapil Jakarta: Quota of 15 e-KTPs per day
Suku Dinas Dukcapil DKI Jakarta: Quota of 5 e-KTPs per day
Services are provided based on queue numbers with limited daily quotas.
Requirements for Out-of-Area Residents to Print KTPs in Jakarta
Residents outside the Jakarta domicile who wish to print KTPs in Jakarta must prepare the following documents.
- Initial e-KTP Recording
Fill out form F1-02
Photocopy of family card
The applicant must be present and cannot be represented
- Lost/Damaged e-KTP
Fill out form F1-02
Attach a police loss report (if lost)
Submit the old e-KTP (if damaged)
Applicants for e-KTP printing from outside DKI Jakarta must be present and cannot be represented

Data changes cannot be accommodated.
e-KTP printing is based on data already registered in the original area’s system.
How to Change Domicile Without RT/RW Letters
Based on Ministry of Home Affairs Regulation No. 108 of 2019 on the Implementation of Presidential Regulation No. 96 of 2018 on Requirements and Procedures for Population Registration and Civil Registration, the domicile change process is easier because:
No RT/RW recommendation letter is needed
No need to go to the kelurahan
Go directly to the Dukcapil Office with documents:
Photocopy of KK
Fill out Form F-1.03 (provided by the Dukcapil Office)
Original e-KTP (for verification)
It should be noted that:
The process is free without administrative fees
SKPWNI (Certificate of Population Movement) is directly issued by the Dukcapil Office
Next, when in the destination city, do the following:
Submit the SKPWNI to the local Dukcapil Office
Provide the old e-KTP to be destroyed
After that, you will receive:
New family card (with new/permanent number)
New e-KTP (with new address)
What if you cannot go to the original area or are already in the destination area?
The SKPWNI will be processed by officers systematically with the original area’s Dukcapil by:
Filling out the Population Movement Registration Form (-1.03) at the destination city’s Dukcapil Office
Attaching photocopies of KK and e-KTP.
