Can Internet Quotas Be Non-Expiring Like Electricity Tokens? YLKI's View

JAKARTA, KOMPAS.com – The Executive Board of the Indonesian Consumers’ Foundation (YLKI), Rio Priambodo, believes that the current internet quota system needs to be overhauled for consumer fairness.

According to him, consumers’ rights to the data they have purchased should not simply vanish and should remain the buyer’s entitlement, similar to PLN’s electricity tokens.

“So, in my view, it’s not just about time but also truly in terms of quantity. Consumers should be able to get that quota without it expiring and it should still be the consumer’s right,” Rio stated when contacted by Kompas.com on Friday (8/5/2026).

He added that if operators object to an unlimited-time scheme, at least they could refer to the regular credit system.

In the credit system, the active period continues to extend every time consumers top up.

“We actually don’t need to benchmark directly to PLN. But if anything, (referring to the system) of credit alone,” he said.

Therefore, YLKI hopes that the Constitutional Court (MK) judges do not turn a blind eye to the real losses experienced by the public due to expiring quotas.

Rio mentioned that the MK’s decision will be final and binding, so it is hoped to create new legal norms that change telecommunications business practices in Indonesia to be more transparent and fair.

“The MK must create norms that are more just for consumers and also sustainable. So that business practices become fairer and no party is disadvantaged in this regard,” Rio said.

The lawsuit regarding expiring quotas at the MK with Number 273/PUU-XXIII/2025 was filed by online motorcycle taxi driver (ojol) Didi Supandi and online food vendor Wahyu Triana Sari. Meanwhile, Application Number 33/PUU-XXIV/2026 was filed by a student named TB Yaumul Hasan Hidayat.
