Cakung-Cilincing Gridlock: Pramono Waives Buffer Zone Fees to Ease Congestion

The Governor of DKI Jakarta, Pramono Anung, has finally devised a solution to address the severe traffic congestion frequently occurring along the Cakung-Cilincing route in North Jakarta. The DKI Jakarta Provincial Government has officially waived the usage fees for a buffer zone, or temporary holding area for empty containers, at the Tanah Merdeka Terminal. This policy is effective as a special dispensation from 22 July to 5 August 2026. The measure was taken to prevent container truck operators from parking their vehicles on the road, which has been the primary cause of traffic jams in the area. Pramono explained that the congestion in Cilincing is triggered by an imbalance in logistics flows, where high volumes of imported containers enter Jakarta while export activity has significantly declined, leading to a build-up of empty containers queuing on road shoulders as operators avoid paying official parking levies. The Tanah Merdeka Terminal was selected for its adequate capacity to accommodate these large vehicles. With the tariff exemption, the Governor asserted that there is no longer any excuse for drivers or logistics companies to use public roads as parking spaces, urging all business operators to utilise the facility for the comfort of other road users. The DKI Jakarta Provincial Government hopes this short-term measure will quickly unravel the long queues of vehicles along the Cakung-Cilincing corridor, which have been a widespread public complaint.
