Cahaya Trans Director Named Suspect in Fatal Crash as Police Apply New Criminal Code
Ahmad Warsito (AW), president director of PT Cahaya Wisata Transportasi, has been named a suspect in the fatal bus crash involving PO Cahaya Trans on the Krapyak Toll Road in Central Java, which killed 16 people. Warsito has been charged under Article 474 paragraph 3 of the new Criminal Code (KUHP Number 1 of 2023).
“Investigators issued a police report model A under registration number LP/A/3/I/2026/SPKT.SATRESKRIM/POLRESTABES SEMARANG/POLDA JAWA TENGAH, dated 27 January 2026, and a case review was conducted to escalate the matter to an investigation on 29 January 2026,” said Semarang Metropolitan Police Chief Commissioner M Syahduddi at a press conference on Wednesday (18 February 2026).
“The suspect, AW, has been charged under Article 474 paragraph 3 of KUHP Number 1 of 2023,” he continued.
The article reads as follows: “Any person who through negligence causes the death of another person shall be liable to a maximum imprisonment of five years or a maximum fine of category V.”
Syahduddi explained the basis for naming Warsito a suspect. First, Warsito failed to carry out his supervisory function over the operations of PT Cahaya Wisata Transportasi.
Warsito was also aware that the bus operating the Bogor-Yogyakarta route did not possess a route permit or supervision card (KPS), yet still authorised it to continue operating.
“The Bogor-Yogyakarta route has been operating since 2022, but to date there is no route permit and no documents related to the processing of a route permit have been found, meaning PT Cahaya Wisata Transportasi has been operating the Bogor-Yogyakarta route illegally since 2022,” he explained.
Furthermore, Warsito failed to provide proper driver training. The bus driver was only trained to park the vehicle in the garage before being ordered to transport passengers to Yogyakarta.
“He did not implement safety standard operating procedures by failing to equip each passenger seat with seatbelts in accordance with Minister of Transport Regulation Number 74 of 2021 concerning motor vehicle safety equipment,” Syahduddi continued.
The fatal bus crash involving PO Cahaya Trans occurred on the Krapyak Toll Road in Central Java in December 2025, killing 16 people.
The Cahaya Trans bus driver, Gilang, was also named a suspect in the fatal crash. Gilang was additionally named a suspect in a forged driving licence case.
Investigators expanding the case revealed that other perpetrators were involved in the forgery, namely Herry Soekirman (HS) and Mustafa Kamal (MK). Both were named suspects on 15 February 2026 under Article 392 paragraph 1: “Any person who commits forgery of documents against authentic facts.”
“Regarding the case of possession of a driving licence that does not comply with regulations, Semarang Metropolitan Police investigators have named three suspects. The first is GIF, who was also the driver of the bus involved in the accident that killed 16 people. The second is HS, who played the role of creating and editing the driving licence held by suspect GIF. The third is MK, who assisted suspect HS and profited from the process of producing the illegal driving licence,” he said.
