JAKARTA, KOMPAS.com - Entering 2026, the competition map for eco-friendly family cars in Indonesia is heating up. Two strong contenders, the BYD M6 (pure electric) and the Toyota Veloz Hybrid (HEV), are frequently discussed by prospective consumers seeking efficiency.

However, the determining variable now goes beyond just the selling price or daily energy consumption. The central government, through the Ministry of Home Affairs, has officially issued Minister of Home Affairs Regulation No. 11 of 2026, which regulates the basis for imposing Motor Vehicle Tax (PKB).

This regulation brings major changes: electric vehicles are now officially subject to tax, with calculations aligned with those for petrol cars.

The difference is only around Rp 1.2 million per year.

From the maintenance side, the BYD M6 is more straightforward, but owners must pay for technician services as there is no free service programme, totalling around Rp 1,050,000 in the first year.

In contrast, the Veloz Hybrid benefits from a free maintenance and service programme for up to three years of use, so the first-year service cost can reach zero rupiah.

Compare this with the Veloz Hybrid’s current tax, which ranges from Rp 4 million to Rp 5 million.

However, due to Article 19 which mandates regional incentives, BYD M6 owners can currently enjoy tax and administration costs of only Rp 443,000.

Beyond the numbers, the most noticeable difference lies in the energy refuelling process. Electric vehicle users must adjust to longer charging times and potential queues at public electric vehicle charging stations (SPKLU).

In contrast, the Veloz Hybrid offers quick refuelling at petrol stations (SPBU), which are widely distributed.

For long-distance trips, hybrid cars provide peace of mind as they do not rely on electric charging infrastructure. EV users need to plan trips more carefully.

However, electric cars hold an ace in the form of exemption from odd-even access on Jakarta’s protocol roads, a luxury not possessed by hybrid cars.

If regional government incentives are completely withdrawn (0 percent), the Veloz Hybrid would actually become slightly cheaper (a difference of around Rp 800,000) in terms of annual cash expenditure compared to the BYD M6.

Pure electric vehicles (BEV) will only win decisively financially as long as tax incentives from the Governor (regional government) remain in place.

If this Permendagri 11/2026 regulation is implemented strictly without regional incentives, the operational cost advantage of electric cars will be eroded by the high tax value due to the high Net Price Before Tax (NJKB).
