Businessman Charged with Bribing Bekasi Regent Ade Kunang IDR 11.4 Billion
A businessman named Sarjan has been charged with bribing Bekasi Regent for the 2025-2030 term Ade Kuswara Kunang with IDR 11.4 billion to secure work packages in the 2025 fiscal year.
Sarjan is Director of PT Zaki Karya Membangun and owner of CV Mancur Berdikari, CV Barok Konstruksi, CV Lor Jaya, CV Singkil Berkah Anugerah, and PT Tirta Jaya Mandiri.
The alleged bribes were distributed through intermediaries including H.M Kunang, Village Head of Sukadami in South Cikarang District and father of Regent Ade Kuswara, who received IDR 1 billion. Witness Sugiarto received IDR 3.3 billion, Ricky Yuda Bahtiar (alias Nyai) received IDR 5.1 billion, and Rahmat bin Sawin (alias Acep) received IDR 2 billion.
“The defendant Sarjan, as a businessman, is alleged to have committed multiple criminal offences that should be regarded as separate offences, by providing or promising money totalling IDR 11,400,000,000 or approximately that amount to a state official, namely Ade Kuswara Kunang as Regent of Bekasi Regency for the period 2025 to 2030,” stated the KPK prosecutor at the Bandung Corruption Court on Monday, 9 March.
The prosecutor alleged that Ade Kuswara and H.M Kunang arranged several 2025 fiscal year work packages within Bekasi Regency Government to be awarded to Sarjan.
The case began when Sarjan learned in December 2024 from quick count results that Ade Kuswara had won the simultaneous regional election for Bekasi Regent for the 2025-2030 term.
He then met with Sugiarto and requested to meet Ade Kuswara with the aim of obtaining work packages within Bekasi Regency Government.
At Gahyo Lippo Cikarang Restaurant on M.H Thamrin Street, Sarjan met with Ade Kuswara alongside witnesses Yayat Sudrajat and Sugiarto to offer congratulations and apologise for not supporting him during the campaign, whilst declaring readiness to support Bekasi Regency Government’s development programmes.
“On 16 December 2024 at McDonald’s Restaurant in Bekasi Regency, the defendant handed over IDR 500 million to Ade Kuswara Kunang through Sugiarto as operational costs for Ade Kuswara Kunang’s inauguration as Regent of Bekasi Regency,” the prosecutor revealed.
Subsequently, on 19 January 2025, Sarjan handed over IDR 1 billion to Ade Kuswara through Sugiarto at his residence, which was allegedly used to finance Ade Kuswara’s pilgrimage to Umrah.
In February 2025, Sarjan met with Ade Kuswara and requested several work packages within Bekasi Regency Government.
In response, Ade Kuswara asked Sarjan to meet with his father H.M Kunang, as he was also involved in arranging contractors who would receive work packages at offices within Bekasi Regency Government.
Subsequently, they held several meetings with money transfers.
“Regarding the money given to Ade Kuswara Kunang, the defendant obtained work packages within Bekasi Regency Government that were executed by the defendant using companies owned by him, namely PT Zaki Karya Membangun, CV Mancur Berdikari, CV Barok Konstruksi, CV Lor Jaya, CV Singkil Berkah Anugerah, PT Tirta Jaya Mandiri, and other borrowed companies, with a total contract value of IDR 107,656,594,568,” the prosecutor explained.
Beyond Ade Kuswara, the prosecutor alleged that Sarjan also gave money to others. These included Henri Lincoln, Head of the Water Resources, Roads and Construction Service of Bekasi Regency, who received IDR 2.94 billion.
Additionally, Benny Sugiarto Prawiro, Head of the Public Works and Spatial Planning Service of Bekasi Regency, received IDR 500 million.
Nurchaidir, Head of the Housing, Settlements and Land Service of Bekasi Regency, received IDR 300 million, and Imam Faturochman, Head of the Education Service of Bekasi Regency, received IDR 280 million.
For his conduct, Sarjan is charged with violating Article 5 paragraph 1 letter a or Article 5 paragraph 1 letter b or Article 13 of the Law on the Eradication of Corruption Offences (Corruption Law) in conjunction with Article 127 paragraph (1) in conjunction with Article 618 of Law Number 1 of 2023 concerning the Criminal Code.
