Bus regulations violated

The Traffic Law provides that the doors of city buses must be
kept closed while the buses are in motion. During the first few
months after the regulation was introduced it was carefully
observed by bus conductors.
But, in the course of time, compliance has waned. The doors
are closed only when there are policemen around. The bus drivers
usually reason: "How can the doors be closed if the passengers
are hanging out of the door?"
Strangely enough, the drivers never stop picking up passengers
even when their buses are already very crowded. The result is
that passengers have nowhere to stand but in the doorway of the
bus.
Even when buses are not so crowded, the conductors are loath
to shut the doors.
The limited-passenger buses are also violating the regulation
which requires them to take on board no more passengers than can
be seated. In this case the drivers have a good argument to
defend the practice; namely, that the commuters are quite willing
to pay the fare even though they have to stand all the way to
their destinations. They prefer to pay more than to wait longer.
Another violation of the rules is that the conductors of air-
conditioned buses do not give tickets to standing passengers
(while still accepting payment).
