Bureaucratic Reform Index Rises, DPR Appreciates Minister Erick's Deregulation Steps
The efforts to transform the bureaucracy within the Ministry of Youth and Sports (Kemenpora), under the leadership of Minister Erick Thohir, have received appreciation from Commission X of the Indonesian House of Representatives (DPR RI). One of the achieved results is the increase in Kemenpora’s Bureaucratic Reform Index from 80 to 82.38.
This achievement was reported by Erick during a working meeting with Commission X of the DPR RI on Tuesday (2/6/2026). According to him, bureaucratic reform serves as the primary foundation for improving the quality of public services in the fields of youth and sports.
Erick explained that one of the steps taken was large-scale deregulation in accordance with the directives of President Prabowo Subianto. The number of Regulations of the Minister of Youth and Sports (Permenpora), which previously reached 191 rules, has now been simplified into four main regulations. These regulations govern youth services, the cultivation of sports, achievement-based sports, and the sports industry.
Furthermore, the number of articles within Kemenpora’s regulations has also been significantly reduced. From approximately 1,500 articles, only about 600 remain, representing a reduction of around 60 percent.
Erick believes that the simplification of rules is necessary so that the bureaucracy does not become an obstacle for stakeholders wishing to contribute to the development of the youth and sports sectors.
“In accordance with the President’s directives, service to the community must be maximised. Therefore, we are conducting bureaucratic transformation and deregulation so that regulations become more effective and efficient,” said Minister Erick in his statement.
In addition to simplifying regulations, Kemenpora is also implementing changes to organisational culture through increased employee competence, simplification of standard operating procedures (SOP), the implementation of performance-based reward systems, and the digitalisation of services. These steps are considered to contribute to improved governance that is more professional, transparent, and oriented towards public service.
Erick stated that this achievement serves as capital for continuous improvement. Kemenpora aims to increase the Bureaucratic Reform Index to Category A, or within the range of 85 to 90, in the coming years.
Appreciation for these steps came from a member of Commission X of the DPR RI, Sabam Sinaga. The Democrat Party politician noted that the simplification of regulations is a positive step, but he reminded that deregulation must maintain legal certainty and avoid ambiguity that could potentially disadvantage sports practitioners or the youth community.
“We appreciate the simplification of rules being carried out. The important thing is that it does not create a legal vacuum or differing interpretations,” he said.
