Jakarta, CNBC Indonesia — The Daya Anagata Nusantara Investment Management Agency (BPI Danantara) has issued guidelines on the conduct and professionalism of directors and commissioners at state-owned enterprises (SOEs), as part of efforts to transform human resources and corporate culture.

The provisions are set out in Circular Letter No. SE/002/DI-DAM/DO/2025 on the Code of Conduct and Professionalism for Directors and Commissioners.

The circular was issued on 31 October 2025. Among the most closely watched provisions are rules on the use of company facilities, including accommodation and aircraft, a ban on playing golf during working days, and regulations on social media use.

Under the rules on hobbies, sport and other personal activities—including golf—that are not directly related to official duties, company budgets and facilities may not be used.

“Personal activities may only be undertaken outside working hours and must not disrupt the company’s operations or performance,” the guidelines state.

Danantara Chief Operating Officer Dony Oskaria said restrictions on facilities for management were one way of fostering professionalism at state-owned companies.

He said SOE managers were, in essence, government employees and should therefore not enjoy excessive job-related perks. “Perhaps people have not realised this, but we have issued—I have issued—these rules,” he said in Jakarta on Monday (26 October 2026).

Oskaria stressed that the rules were intended to ensure SOE managers performed their duties professionally and did not use their positions as a justification for excessive benefits.

“What is permitted and what is not—including what kind of flights are allowed, as well as provisions for aides and escort vehicles. We want all SOE management to be genuinely professional. These are the steps we are taking,” he said.
