Bulog’s Maluku and North Maluku Regional Office Tightens SPHP Oversight
Perum Bulog’s Regional Office for Maluku and North Maluku is stepping up oversight of rice distribution under the Food Supply and Price Stabilisation (SPHP) programme to prevent misuse by distribution partners and ensure government-subsidised rice reaches its intended recipients.
Ramaijon Parulian Purba, head of Bulog’s Maluku and North Maluku regional office, said oversight was being strengthened through reviews of distribution mechanisms, tighter controls on distribution partners and monitoring of all SPHP rice distribution channels.
“This stronger oversight reflects Bulog’s commitment to maintaining public trust and ensuring that SPHP rice is distributed in an orderly, transparent and targeted manner. We continue to urge all distribution partners to comply with the applicable rules and ensure that SPHP rice reaches the public in line with the government programme’s objectives,” Ramaijon said.
The measures follow allegations that SPHP rice was misused by distribution partners in the Matraman area and at the Cipinang Rice Market in East Jakarta.
He said Bulog had also established a special task force to regulate the distribution programme for Government Rice Reserves (CBP), strengthening controls across all its operating areas.
The task force is responsible for monitoring distribution channels, assessing whether distribution partners comply with the rules, and ensuring every stage of government rice distribution follows the applicable provisions.
In Maluku and North Maluku, Bulog has set a 2026 SPHP rice distribution target of 5,142 tonnes. As of 29 October 2026, it had distributed 2,824 tonnes, or 54.9 per cent of the annual target.
Bulog’s Maluku and North Maluku regional office also held 9,424 tonnes of rice under the Public Service Obligation (PSO) programme.
Ramaijon said oversight also covers the distribution-partner network, including Rumah Pangan Kita (RPK) outlets, with a focus on compliance with distribution rules and selling prices, as well as the ban on misuse of government-programme commodities.
He said all Bulog personnel in Maluku and North Maluku had been urged to intensify monitoring and conduct evaluations at successive levels to minimise potential irregularities in the distribution chain.
Bulog also said it supported law-enforcement proceedings by the relevant authorities and was ready to provide any information needed to ensure the alleged violations were handled objectively.
