Perum Bulog has confirmed it will continue purchasing paddy and rice from farmers without setting an additional volume limit, even though its 2026 procurement has exceeded the national target of four million tonnes of rice equivalent.

“There is no limit,” Bulog President Director Ahmad Rizal Ramdhani said after attending a limited coordination meeting at the Coordinating Ministry for Food Affairs in Jakarta on Wednesday, in response to a question about limits on paddy and rice procurement.

Rizal said Bulog would continue carrying out its mandate to buy farmers’ harvests in line with instructions from President Prabowo Subianto, the Coordinating Minister for Food Affairs and the Minister of Agriculture, despite having met its procurement target.

“As long as farmers are harvesting, Bulog has been instructed to continue buying. Even though we have reached 100 per cent of the target, four million tonnes,” he said.

He said continued procurement was intended to ensure farmers still had the opportunity to sell their harvests, even after Bulog had exceeded the government’s procurement target.

Rizal said domestic paddy and rice procurement had reached around 4.13 million tonnes of rice equivalent as of Wednesday (14 October).

He stressed that meeting the procurement target was not a reason for Bulog to stop buying farmers’ produce, particularly while harvesting was continuing in various regions.

“So we must continue to protect our farmers,” he said.

Asked whether funding was available to continue procurement, Rizal said the government had prepared budgetary support for Bulog.

“The funding is being prepared by the government. It is prepared; there is no problem,” he added.

According to Bulog’s official report on Monday (12 October), domestic procurement of paddy and rice had reached 4,131,492 tonnes of rice equivalent by 11 October 2026, or 103.29 per cent of the national target of four million tonnes.

The figure exceeds procurement for all of 2025, which totalled 3,191,969 tonnes of rice equivalent, and is the highest procurement level in Bulog’s history.

Continued procurement is also evident at regional level. Bulog’s Bandung branch reported purchasing 84,653 tonnes of harvested dry paddy (GKP) by 12 October 2026, about 117 per cent of its regional target of 72,147 tonnes.

Bandung branch head Yanto Nurdianto said on Tuesday (13 October) that paddy procurement in his area would continue until the end of the year, despite having exceeded its annual target.

The 2026 mandate to procure domestic paddy and rice is based on Presidential Instruction No. 4 of 2026, which sets a target of four million tonnes of rice equivalent to strengthen the Government Rice Reserve (CBP).

Under the policy, the government has also set the government purchase price (HPP) for harvested dry paddy at Rp6,500 per kilogram at farm level as a measure to protect the price farmers receive for their harvests.
