Bulog president director Ahmad Rizal Ramdhani said an RPK operator in East Jakarta ordered rice under the Food Supply and Price Stabilisation (SPHP) programme through the official system before allegedly repacking and adulterating it.

“Following up on what was conveyed by the Minister of Agriculture, who is also head of the National Food Agency (Bapanas), we at Perum Bulog and the East Jakarta Police Chief received information yesterday about the arrest of an individual repacking Bulog SPHP rice into 50-kilogram sacks,” Rizal said in Jakarta on Thursday (29 October 2026).

Rizal said Bulog and the police uncovered the suspected practice by tracing SPHP rice distribution in East Jakarta. The investigation began after they received information about the arrest of an individual allegedly repacking SPHP rice in the Matraman area.

After the first arrest, investigators expanded the case to the Cipinang Rice Wholesale Market (PIBC) to trace the distribution route and identify those involved. Several people have been questioned by police over the suspected misuse of SPHP rice through a particular distribution network.

Rizal said Bulog was tracing not only those involved on the ground but also how the rice had been obtained through the company’s official distribution channels. Investigators identified the registration numbers of trucks carrying the rice, then directed their inquiries to Bulog’s Jakarta regional office.

At the office, the team found CCTV footage and delivery documents recording goods entering and leaving through the security post. The footage enabled Bulog to identify the Rumah Pangan Kita (RPK) outlet that received the SPHP rice and trace those responsible for its distribution.

Rizal said Bulog then conducted an internal review of marketing computer records to identify buyers who had purchased rice through the Klik SPHP programme. He stressed that purchases through Klik SPHP followed the proper procedure, as only RPK outlets or retailers registered on the application could use it.

All RPK outlets and retailers using Klik SPHP are recorded in Bulog’s system, from regional offices to the company’s head office.
