Bulog to Launch 2 Kg SPHP Rice Packaging, Indonesian Citizens Can Buy More
Jakarta, CNBC Indonesia - Perum Bulog’s President Director Ahmad Rizal Ramdhani has revealed plans to add a 2 kilogram (kg) packaging variant for Stabilisasi Pasokan dan Harga Pangan (SPHP) rice, previously available only in 5 kg packs. This step aims to reach low-income communities who require access to affordable rice in smaller quantities.
Rizal stated that the policy responds to the purchasing power conditions of certain segments of society.
“The distribution of SPHP (in 2026) is only in 5 kg sacks, and now we are adding 2 kg sacks because, with apologies, there are people with very minimal funds who need to buy in 2 kg sizes,” Rizal said during a Hearing with Commission XI of the House of Representatives at the Parliamentary Complex in Jakarta on Thursday (2/4/2026).
In addition to adding packaging sizes, Bulog is relaxing the purchase limits for SPHP rice by the public. Previously limited to a maximum of two packs, it is now expanded to five packs per transaction.
“Then the maximum purchase was 2 packs per buy, now we add it to 5 packs, previously only 2 packs,” he said.
Not only that, the ordering capacity for retailers has also been significantly increased. From a previous maximum of 2 tonnes per order, retailers can now order more than 4 tonnes.
“Each retailer could previously order 2 tonnes at a time, now they can order more than 4 tonnes,” he added.
On the distribution side, Bulog is opening a new channel by involving distributors from Regional Government-Owned Enterprises (BUMD). This scheme differs from the previous year, which did not accommodate the role of local distributors.
“Last year, distribution through distributors was not opened; this year, it is permitted to be channelled through BUMD distributors. If there were none at all last year, now BUMD is permitted,” he said.
Meanwhile, the SPHP rice distribution pattern is also changing. In 2025, it was carried out in stages (on-off), but this year, distribution will occur throughout the year without interruption.
“For comparison of SPHP rice distribution, in 2025, the distribution was done on and off. Whereas this year, it’s throughout the year, continuously on, with no off,” Rizal explained.
However, Rizal revealed that this year’s distribution target is actually lower than last year. This is due to adjustments in the government budget.
“Last year’s distribution target was 1.5 million tonnes, this year’s target is 825,000 tonnes, experiencing a decrease because it follows the budget allocation from the Ministry of Finance,” he concluded.
