Jakarta (ANTARA) - Bulog President Director Ahmad Rizal Ramdhani stated that the distribution of rice under the Food Supply and Price Stabilisation Programme (SPHP) will take place throughout 2026, with a target of 828,000 tonnes, to maintain national rice availability and price stability.

Rizal said the assignment is based on Letter No. 204/TS.03.03/K/2/2026 from the Head of the National Food Agency, dated 11 February 2026, regarding the Assignment of Government Food Reserve (CPP) Distribution for 2026.

“The legal basis for our assignment is in accordance with National Food Agency Regulation No. 204 dated 11 February 2026, which sets the total SPHP for this year at 828,000 tonnes that we must distribute,” Rizal said when contacted in Jakarta on Friday.

He explained that the rice distribution will be carried out directly by Bulog to people’s markets, ensuring prices remain controlled and affordable for the wider public.

In addition to people’s markets, Bulog will also distribute rice through Red and White Village/Urban Ward Cooperatives (Kopdes Merah Putih), ensuring all cooperative stalls receive continuous supplies of SPHP rice as well as premium rice.

Bulog is also participating in the Affordable Food Movement (GPM) activities alongside ministries, agencies, local governments, and various other institutions to help ease the public’s burden in meeting basic needs.

The distribution also covers local government-affiliated outlets, regional owned enterprise cooperatives, government institution cooperatives, and the Our Food Home Network (RPK), which numbers around 80,000 points.

Furthermore, SPHP stabilisation rice will be distributed through supermarkets and modern stores to expand public access to affordable rice.

The rice distribution is carried out in 5-kilogram packaging with medium-quality rice that has a breakage rate of around 25 per cent and a moisture content of 14 per cent in accordance with government standards. Even now, 2 kg packaging is being prepared.

SPHP rice is sold at the Highest Retail Price (HET), namely Rp12,500 per kilogram for zone 1 (Java, Lampung, South Sumatra, Bali, NTB, Sulawesi); Rp13,100 per kilogram for zone 2 (Sumatra excluding Lampung and South Sumatra, NTT, Kalimantan); and Rp13,500 per kilogram for zone 3 (Maluku, Papua).

The distribution of rice under the Food Supply and Price Stabilisation Programme in 2026 will be carried out throughout the year without interruption, differing from the previous year’s periodic pattern that followed peak harvest conditions to maintain prices at the farmer level.

Nevertheless, he said the stabilisation programme rice distribution target for this year has been reduced compared to the 2025 target, which was previously set at 1.5 million tonnes nationally.

In January 2026, the distribution target was initially stated to remain at 1.5 million tonnes, but adjustments were made because distributions of the previous year’s remaining quota were still ongoing from January to February.

The 2025 stabilisation programme rice distribution did not meet the target because it was not carried out throughout the year, particularly during the peak harvest period, leading to a temporary halt in distribution.

The delay began in February and was only resumed from July to December 2025, with a realisation of 802,939 tonnes, and the remaining quota extended into early 2026 to maintain price stability.
