Bulog strengthens national food security through optimised government reserves
Perum Bulog strengthens national food security through the optimisation of government food reserves (CPP) to ensure availability and stabilise rice prices while supporting the procurement of farmers’ harvests across regions.
“Bulog continues to optimise the distribution of government food reserves as a strategic measure to maintain national food supply and price stability,” said Perum Bulog Director General Ahmad Rizal Ramdhani during a sacrificial animal slaughter event in Jakarta on Friday.
He added that the agency is committed to ensuring optimal distribution of government food reserves to the public.
Distribution is carried out through various instruments, including the 5kg SPHP (Stabilisation of Supply and Price of Food) rice programme, which runs throughout 2026.
The rice is distributed as medium-grade with a 25% broken grain rate and 14% moisture content, in line with government standards. A 2kg packaging is now also being prepared.
SPHP rice is sold at the maximum retail price (HET) of Rp12,500 per kilogram for Zone 1 (Java, Lampung, South Sumatra, Bali, NTB, Sulawesi); Rp13,100 for Zone 2 (Sumatra excluding Lampung and South Sumatra, NTT, Kalimantan); and Rp13,500 for Zone 3 (Maluku, Papua).
To date, SPHP rice distribution has reached 221,000 tonnes for the January-March 2026 allocation, using 2025 quotas.
Meanwhile, for the 2026 period, SPHP rice distribution starting in March has reached 280,000 tonnes of an 828,000-tonne target.
In addition to maintaining national food stability, Perum Bulog is distributing rice and cooking oil assistance to 33.2 million beneficiary households nationwide.
The government’s economic stimulus assistance is ongoing, with February-March 2026 allocations providing 20kg of rice and 4 litres of cooking oil to beneficiaries.
As of 29 May 2026, food assistance has reached 47% of the total 33.2 million beneficiaries, with 308,000 tonnes of rice and 62,000 tonnes of Minyakita oil distributed.
Rizal confirmed the remaining food assistance will be distributed gradually in accordance with applicable procedures, with the National Food Agency extending the deadline to June 2026.
He stressed the importance of government food reserves for market stability and helping citizens meet basic needs, adding that Bulog is strengthening coordination to ensure proper distribution.
“Bulog continues to optimise government food reserve distribution to ensure direct benefits for the public,” Rizal said.
In addition to rice, Bulog is distributing SPHP corn to maintain the food ecosystem from upstream to downstream, supporting independent livestock farmers.
By end-May 2026, SPHP corn distribution has reached nearly 11% of the 213,000-tonne target for 2026.
“SPHP rice, food assistance with rice and cooking oil, and SPHP corn are part of government efforts to ensure availability, affordability, and stability of national food supplies,” Rizal said.
Bulog currently manages a government rice reserve (CBP) stock of 5.3 million tonnes as of end-May 2026 to strengthen food security and national supply stability.
Alongside maintaining national stock, Bulog is optimising the procurement of farmers’ harvests, reaching nearly 3 million tonnes of paddy equivalent from a 4-million-tonne 2026 target. The agency purchases paddy from farmers at the government procurement price (HPP) of Rp6,500 per kilogram.
Paddy procurement has reached 74%, or approximately 2.96 million tonnes, to bolster national government rice reserves.
