Bulog rice cheap but inedible?

A private TV station reported the sale of cheap rice for the poor from the State Logistics Agency (Bulog) in Marunda, North Jakarta, several days ago. At the price of Rp 1,000 per kilogram, the rice was later said to be unfit for consumption, unless it was mixed with other kinds of rice of better quality.
If what the rice buyers said was true, it should be questioned why the government treated the poor people that way. To them, Rp 1,000 rupiah means a lot and they would have hoped the money could buy quality rice. But the rice turned out to be an inferior type.
In my view, Bulog should have concern for the poor and avoid providing food that is of inferior quality and not fit for consumption. These people deserve more humane treatment.
