The President Director of Perum Bulog, Ahmad Rizal Ramdhani, has affirmed that the agency is ready to distribute an additional 150,000 tonnes of SPHP (Stabilisation of Food Supply and Price) maize to support the needs of local farmers in various regions of Indonesia.

According to Rizal, the additional SPHP maize allocation is necessary due to the rising demand for animal feed, driven by the implementation of the Free Nutritious Meal (MBG) programme, which is expected to increase the demand for eggs, meat, and other livestock commodities.

“Alhamdulillah, an additional 150,000 tonnes of SPHP maize has been agreed upon. Fortunately, Bulog warehouses have sufficient stock, and we hope this can support farmers experiencing feed shortages,” Rizal stated in Jakarta on Tuesday.

He noted that the SPHP maize programme prioritises small and medium-scale farmers to ensure they can access feed raw materials at more affordable prices. The government is providing support by supplying SPHP maize at a price of Rp5,000 per kilogram to help maintain the sustainability of smallholder farming businesses.

Furthermore, he mentioned that Bulog has sufficient maize stocks in its warehouses, so the distribution of this additional allocation is expected to immediately assist farmers struggling to obtain feed.

He revealed that the realisation of previous SPHP maize distributions has reached approximately 50 to 60 per cent and will continue according to field requirements. The first phase of the 2026 SPHP maize feed programme began in early May, with a total distribution quota set at 213.2 thousand tonnes, specifically for micro, small, and medium-sized farming groups.

The feed maize price, as determined by Bapanas (National Food Agency), is set at Rp5,000 per kilogram for collection at Bulog warehouses, with a maximum price of Rp5,500 per kg at the farmer level.

Distribution of SPHP maize feed is conducted through cooperatives or associations to members registered under the Decree of the Minister of Agriculture.

Rizal stated that the increase in the SPHP maize allocation is a long-term anticipatory measure, considering that the impacts of El Niño could still potentially affect maize availability for farmers.

“The distribution realisation is currently at about 50.60 per cent. However, we are anticipating the long term. El Niño is a prolonged phenomenon,” said Rizal.

Bulog currently holds approximately 140,000 tonnes of maize stock and will continue procurement efforts to ensure supply remains available for the SPHP programme.

Previously, the Coordinating Minister for Food Affairs, Zulkifli Hasan (Zulhas), emphasised that the additional SPHP maize feed is intended for poultry farmers who are not large corporations. He stressed that micro-scale farmers must feel the government’s presence.

“Bulog has maize. We have requested that 150,000 tonnes of SPHP maize be used to supply MSME farmers, not large factories,” said Zulhas.

“This is to ensure that prices are maintained during the lean season. Because Bulog has the stock, we are providing it via SPHP for lower-to-middle scale farmers, not for the large-scale factories,” Zulhas added.
