JAKARTA - Perum Bulog, the state-owned enterprise, is preparing a proposal for civil servants (PNS) to receive allowances in the form of rice or natura.

Bulog’s Marketing Director Febby Novita stated that the policy of using rice for civil servant (ASN) allowances is linked to the availability of the State Revenue and Expenditure Budget (APBN).

“We might try to prepare a proposal later,” Febby said when met at Bulog’s office in Jakarta on Monday (11/5/2026).

However, she has not yet explained which regions have implemented the rice allowance.

“In the eastern regions, we distribute rice for the ASN,” Febby remarked.

The idea of using rice for ASN allowances was previously raised by Perum Bulog’s President Director Ahmad Rizal Ramdhani.

According to Rizal, the abundant Government Rice Reserves (CBP) stock can be utilised for allowances for TNI, Polri, and ASN.

A similar policy was implemented decades ago during the New Order era.

“While Bulog’s rice is abundant, we suggest that in the future, TNI, Polri, and ASN also receive Bulog rice like the natura from the old days when we were young,” Rizal said when met at Bulog’s Kelapa Gading warehouse in North Jakarta on Wednesday (6/5/2026).

“It’s medium rice, medium rice,” Rizal added.

The provisions regarding rice allowances for PNS, TNI, and Polri are stipulated in the Director General of Treasury of the Ministry of Finance Regulation Number 67 of 2020 on Rice Allowances in the Form of Natura and Cash.

The regulation states that PNS as well as TNI and Polri members are entitled to receive a rice allowance of 10 kilograms of rice or cash equivalent to 10 kilograms of rice at a price of Rp 8,074 per kilogram.
